Job Description
Overview:
This position support and oversight to ensure smooth delivery and compliance to all requirements in implementing the Ready Region Southeastern requirements, in the implementation of Commonwealth of Virginia’s early childhood efforts, including but not limited to Virginia Quality Birth to 5 (VQB5) and Mixed Delivery Programs. Provides leadership to the Early Childhood Access Manager and the Program Success Manager
Responsibilities:
  • Ensures new staff and consultants are oriented to pertinent state guidelines and requirements of grant deliverables
  • Working cross-functionally with community partners to support school readiness goals by collaborating and coordinating with other early childhood initiatives such as Virginia Quality to leverage resources and funding
  • Coordinates professional development opportunities for key program staff
  • Works collaboratively with Program Assistant on procurement and accounts payable to ensure timely ordering and payment.
  • Manages activities specific to the Ready Regions Initiative including grant writing and reporting, participation in required state and national convenings, service on local, state and national committees and fostering relationships with community and state partners
  • Communicates with Managers on behalf of the Executive Director and with Executive Director on issues relating to the early care and education programs.
  • Prepares monthly grant reporting and ensures on-time submission.
  • Prepares weekly summary and updates on status of program deliverables for Executive Director.
  • Ensures implementation of VQB5 and MDG and is responsible for goals and program accountability
  • Provide day-to-day operational oversight for the Early Childhood Education Access Manager and Early Childhood Program Success Manager and their teams. Provide input to Executive Director on Employee Performance and attendance for Managers.
  • Participates in strategic planning and leadership meetings for Ready Region Southeastern, including Ready Region Office Hours and Lead Meetings.
  • Other duties as assigned
  • Provides leadership and mentoring to the Program Managers in the execution of their work and their supervision of their team members.
  • Provide daily oversight for time and attendance reporting and approval of employees on the team
  • Acts a proxy for the Executive Director as needed in her absence
  • Conducts regular meetings with program staff
  • Prepares and manages internal and external budgets and spending tracking for Ready Region Southeastern and Mixed Delivery funding.
  • Working with Minus 9 to 5 staff and community partners in the development, implementation, evaluation, and timely reporting of the results of all activities required as part of Ready Region Southeastern, VQB5 and Mixed Delivery Program Implementation. Key activities include: building relationships; increasing access to high quality early learning environments; strengthening quality of programming; increasing access to quality child care spaces; and engaging families in the process. Coordinating and supporting the implementation of the PDG and MDB within a specified geographic area and/or group of being a point of contact for early childhood education (ECE) programs, school divisions and Head Start and providing technical assistance for programs participating in Virginia Quality Birth-5.
  • Collaborates with Executive Director to sustain, promote, and grow programs related to early care and education and upcoming funding opportunities.
  • Creates and maintains processes to ensure compliance with any and all grant funding and required programming
Qualifications:
Bachelor’s Degree in early childhood education, early intervention, educational psychology, development psychology or a related field. Three (3) years of experience working with staff in early care and education programs, social service agencies, schools or other private and public early education settings. Management experience is preferred.

Knowledge of child development, and early childhood education classroom best practices. Ability to manage multiple priorities in an organized manner. Deep knowledge of grant and budget management, including contract and service agreement management, and procurement.

Ability to supervise and manage employees, including formative evaluation, feedback and goal setting.
Ability to create, manage, and revise budgets and prepare grant reports in collaboration with Executive Director and Grants Accounting. An ability to comfortably deal with multiple interruptions on a continual basis, always maintaining a friendly interface with others. Collegial nature and collaborative style when working in a team dynamic. Natural and confident ability to explore and identify mutually beneficial solutions. Ability to utilize software for budget tracking.
