Brief Summary of Job Duties

The Assistant Dean for Budget and Administration serves as the chief financial and operations officer in the College of Engineering. Assumes a Business Officer role by taking direct responsibility for the management of the Office of Dean, CoE Machine Shop, Undergraduate Programs, Marketing Office, Space and Construction, and the Corporate Affiliates Program (CAP). Assists the Dean in management and administrative leadership in all areas under Dean's jurisdiction, currently: six academic departments, one academic program, and twenty research units including the Materials Research Lab, the Institute for Energy Efficiency, and other centers and facilities, Science and Engineering Development, and the Engineering Computing Infrastructure (ECI - a college-wide computing support function). The Assistant Dean for Budget and Administration represents and acts on behalf of the Dean at campus-wide meetings dealing with resources to the College and has authority to make commitments on Dean's behalf. Works directly with the Dean on new initiatives affecting the College and cross-divisional units (e.g., CNSI, ICB, CBE, MLPS Division, and MESA).

Required Qualifications

  • 4-6 years computer savvy.
  • 4-6 years budget, finance, HR, and management experience.
  • 4-6 years long range planning, program and project management.
  • Advanced ability to coach, facilitate and influence people at all levels.
  • Computer savvy regarding common organization-specific and other computer application programs (UCPath, TAM, JobBuilder, GUS, etc.)
  • Financial analysis, reporting, and modeling techniques.
  • Bachelor's Degree in finance, management, business, HR; or equivalent experience/ training.

Preferred Qualification

  • 1-3 years working with a diverse group of faculty, staff, and students.
  • Master's Degree finance, management, business, HR.
  • 1-3 years curriculum planning.
  • 1-3 years contract and grant administration.
  • Computer savvy regarding common organization-specific and other computer application programs (UCPath, TAM, JobBuilder, GUS, etc.)
  • Advanced knowledge of the campus' processes, protocols and procedures.

Job Functions/Percentage of Time/Duties

  • 40% Dean's Office Administration Functions - Assumes a Business Officer role by taking direct responsibility for the management of the Office of Dean. - Management functions and budget oversight for the dean's staff including Machine Shop, Undergraduate Programs, Marketing, Events, Engineering Computing Infrastructure, Space and Construction, and Corporate Affiliates Program. - Serves as a member of the Dean's Management Team with Associate Deans. - Coordinator for the Dean and College on all whistle blower activities. - Serves as resource by providing personnel and management guidance to all Directors, supervisors, and Associate Deans within the Dean's Office for difficult and/or unusual human resource and funding issues. Develops specific courses of action with managers to resolve problems. Acts as an advisor to department Chairs and Managers on policy, procedures, and problem-solving. Holds regular senior staff meetings to facilitate communication and coordinate joint efforts.
  • 55% Chief Financial and Operations Officer for COE - Budget Planning, and Operations - Identifies College of Engineering funding needs and develops and implements an annual funding plan to meet those needs. - Develops and implements an annual budget process for the College of Engineering's departments and programs that addresses permanent and one-time funding needs. - Recommends annual funding plan, identifying specific fund source allocations and fund assessment methodologies, in coordination with the Executive Vice Chancellor and Budget Offices. Manages and assesses college resources including endowments and gift funds. - Develops and implements appropriate budget policies and procedures. Coordinates with Human Resources regarding policies and funding for annual salary and benefits actions, including merit increases, and range adjustments. - Maintains reconciliation and integrity of the permanent budget and approved staffing with authorized salary actions and expenditures. - Manages provision accounts. - Manages College-wide fiscal closing process. Financial Analysis - Provides timely and appropriate financial analysis to support strategic planning, decision making and College actions. - Provides leadership in identifying financial policies that will allow the College to establish, track and monitor its financial goals for departments, programs and other auxiliary enterprises based upon historical trends and future strategies. - Develops/implements/coordinates policy issues related to external debt financing for projects. - Provides leadership for the development of a financial information system that supports the financial management function. - Provides timely and appropriate analysis and independently solves problems consulting with Dean to prevent potential financial problems on all fund sources. - Provides leadership/guidance to CoE departments, programs, centers and units regarding budget operations, financial management, and human resource/organizational development. - Provides technical assistance for departmental, centers and program personnel, including guidance on interpretation of policies and recommendations regarding best practices. - Develops analytical reports to assist divisions and departments to monitor and measure budget management performance. - Provides oversight regarding specifics of the Science and Engineering Development Office/CoE relationship including but not limited to coordinating establishment/disestablishment of endowed chairs, endowed chair interest payouts and reinvestments, the receipt of gifts, monitoring pledge payments, negotiating annual funding levels, monitoring adherence to service standards, and distribution of costs. - Works with departments, centers, programs, and units personnel to identify practices that do not comply with UCSB campus policies, procedures and processes, and ensure that departments, centers and programs obtain proper approval and/or compliance. - Works with departments, centers, programs and unit Business Officers and Chairs on classification
  • 5% Special Projects and Assignments - Special Assignments/Projects - As assigned by the Dean, provides leadership and participates in developing initiatives and programs that further enhance the overall academic and research missions of the College of Engineering and its national reputation. - On behalf of the College and Campus serves on various campus-wide committees.
