Salary Range: $72,900 - $102,100 annually


Job Summary


The Application Administrator II participates as a member of the Application Services Team and is responsible for the administration, monitoring, and maintenance of a portfolio of the organization's internal and external applications. This may include but is not limited to the administration of service accounts, manage maintenance schedules, maintain application documentation, provide user training, and troubleshoot reported problems. As well, as manages, supports, and enhances the backend of the City of Greeley's external and internal websites and web applications. This position is responsible for collaboration with City departments to improve their respective application processes and develop supporting code for current and future city-used applications.


Experience, Knowledge, Skills & Education


  • Upon being presented with projects or goals, the ability to determine the best way to achieve the end result based on available resources and technologies, time constraints, ease of use for City staff or the public, and maintainability.
  • Valid driver license.
  • Detailed knowledge of application design and development is required, including the underlying computer languages (css, .net, html, javascript, c#); and the ability to assess a project, select and apply the appropriate language or technology to build the requested application.
  • Experience in code management and repositories.
  • 3 years' relevant work experience in the field as an application administrator and/or application developer.
  • Experience and understanding for the development of applications in a mobile environment.
  • Strong understanding of the principles, procedures, and standards for application integrations.
  • Excellent written documentation skills (MS-Word, Excel, PowerPoint or Visio) producing detailed requirements, architecture, and maintenance documents.
  • Strong verbal and interpersonal communication skills and knowledge of the structure and content of the English language including the meaning and spelling of words, rules of composition, and grammar.
  • This is a hands on technical position with Subject Matter Expertise (SME) on Cityworks, Sharepoint, Atlassian Suite and Oracle Cloud.
  • Microsoft Office Suite experience.
  • 2-3 years' project management experience in implementing applications or web-based software.
  • Strong knowledge of application security, website security, certificate management, and application vulnerability mitigation.
  • Sound decision-making ability to receive instructions on work results required and operate with wide latitude on best directions in troubleshooting applications or implementing systems within defined parameters around the "what" not the "how" while following general policy and precedent used for regulating approach to projects with final results being reviewed by supervisor.
  • Plan and coordinate testing changes, upgrades, and new services, ensuring systems will operate correctly in current and future environments.
  • Intermediate-level programming and application management experience.
  • Lead and participates in efforts to implement application updates and process improvement to the current business functions within the current application suite.
  • Ability to work independently and reliably.
  • Strong knowledge of HTML, CSS, and graphic design skills.
  • Experience mentoring users in regards to technology and computers.
  • Excellent critical thinking and organizational skills.
  • Experience in monitoring software applications, documentation, and analysis of root cause
  • A Bachelor degree or certification, or equivalent years of experience in a related field is required.
  • 2-3 years' customer service experience.
  • Strong knowledge in mathematics.
  • Highly motivated and detail oriented.
  • Ability to organize and manage multiple competing priorities.
  • Strong knowledge of Windows-based systems, web Editing Tools (WebStorm, Aptana, Dreamweaver, etc.), web debugging tools, Adobe Photoshop, MS SharePoint/SharePoint Designer, Telerik SiteFinity, Git, Agile, and Lean.


Essential Functions


  • Audit and update existing content management systems, applications, and servers used for hosting to ensure optimal function and minimize security risks.
  • Successfully perform duties with frequent interruptions.
  • Collaborate with cross-functional teams to maintain efficiency, consistency and achieve successful implementation of applications.
  • Participate in all phases of the project development life cycle.
  • Daily work involves the use of: database management and software development environment software, object oriented programming languages, Help Desk software, Testing software, Web Development Software, Project Management software (example: Jira/Confluence), Desktop computer, laptop computer, Microsoft Office Suite, Computer Servers, iPad/iPhone, Telephone, and Printers.
  • Provide assessment, analysis, user experience, and comprehensive application performance analysis.
  • Work with API’s, run through application development processes, and perform process analysis
  • Assist City employees in selecting applications to meet their specific business needs.
  • Work closely with outside vendors for complex troubleshooting, maintenance, enhancements, and upgrades.
  • Design and build new applications for city departments to provide information electronically to internal and external users efficiently and effectively by using authoring or scripting languages, content creation tools, and digital media.
  • Remain current with and have a thorough understanding of the latest industry technology tools and trends, and implement improvements based on research incumbent conducts.
  • Provide effective training in a formal classroom environment and one-on-one basis.
  • Perform website design, editing, and maintenance.
  • When presented with projects or goals, determine the best way to achieve the end result based on available resources and technologies, time constraints, ease of use for city staff or the public, and maintainability.
  • Monitor websites and applications, via tools that check for access and security problems, and resolve outages or other malfunctions as quickly as possible to minimize the affect on both internal and external users.
  • Work with City department personnel to update and publish information to Intranet/Internet sites.


Work Environment And Physical Requirements


  • Employee may be required to conduct business in alternate locations within City buildings or field sites; sometimes in formal settings.
  • Employee may be required to work overtime, holidays, evenings, shifts, or weekends.
  • Work requires light to moderate physical effort that includes frequent standing or walking or maintaining arms and hands in the same position for repetitive tasks; frequently work with light objects and light hand tools; and extended periods of sitting at a computer.
  • Employee is subject to an inside environment with protection from weather conditions but not necessarily from temperature changes.
  • Employee may be asked to work in a remote capacity as well as in an office environment
  • Employee is required to have close visual acuity to perform an activity such as: preparing and analyzing data/figures; transcribing; viewing a computer terminal; extensive reading of printed materials; visual inspection involving small defects, small parts, and/or operation of machines (including inspection); using measurement devices--graphs and gauges; and/or assembly or fabrication of parts at distances close to the eyes.
  • Employee may be asked to drive a personal vehicle for business purposes.
  • Employee may have frequent interruptions, be required to multi-task, and have inflexible deadlines.
  • Employee is subject to working alone and/or with groups and/or attends meetings.
  • The essential functions of this job require occasional carrying/lifting light objects, feeling, hearing, pushing, pulling, standing, and talking; continuously fingering, grasping, repetitive motion, and sitting
  • Employee is not substantially exposed to adverse environmental conditions--as in typical office or administrative work; the majority of work performed is sedentary.
  • Employee spends extended periods of time at fixed workstation.
  • Employee may have frequent contact with the public--in person, via email/telephone, sometimes in adverse or confrontational situations with internal/external customers.
  • Environment is safe to having minimal hazards that are typically found in general office environments where there is rarely little or no exposure to injury or accident.
  • Must be able to lift 15 pounds.
  • Employee is required to have visual acuity for close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus.
  • Employee is required to have visual acuity to perform an activity such as: operating machinery where the seeing job is at or within arm's reach; performing mechanical or skilled trades tasks of a non-repetitive nature such as ones by carpenters, technicians, service people, plumbers, painters, mechanics, etc.
