The Airport Construction Inspector works to ensure the safety and compliance of construction and renovation projects. The work directly impacts code compliance, adherence to approved plans and specifications, and the quality of construction activities at the airport.

Airport Construction Inspector

Serves in the Engineering and Maintenance Department at either Ronald Reagan Washington National Airport (DCA) or Washington Dulles International Airport (IAD).

Serves as a focal point for the monitoring and inspection of field and construction work under the Capital Construction Program; Operations and Maintenance program; Capital, Operating, and Maintenance Investment Program; and the facilities improvement activities of the airlines and other tenants. Performs related functions.
GENERAL RESPONSIBILITIES
Inspects new construction or the rehabilitation or repair of structures (e.g., warehouses, hangers) and infrastructure (e.g., runways, service roads, sewer systems).
Provides inspection oversight environmental remediation projects.
Applies and enforces the standards of the Airports Authority’s Design Manual and Building Codes Manual. Observes work site activities to ensure compliance with safety and building codes.
Inspects aspects of the construction phase such as footing excavations and reinforcements prior to concrete placement. Informs contractors of findings.
Drafts reports of inspection findings and work history for submission to the Contracting Officer’s Technical Representative (COTR) or other key personnel.
Signs official inspection reports in accordance with the inspections performed. May issue verbal Stop Work Orders when violations threaten work safety.
May perform code compliance reviews of plans, designs, and specifications, identification of remedial action options and advice, the issuance of requirements, and reporting.
For assigned projects, coordinates between contractors, key Airports Authority employees, and tenants to ensure they are apprised of field and construction related issues, inspection schedules and results, and impact of work schedules affecting operations or facilities.
Maintains a centralized project management scheduling system for all construction projects.
Performs quality control and monitors contractor work and timeliness. Analyses and evaluates field data, identifies issues, and formulates plans to address issues.
Attends planning, construction, and safety meetings to stay informed and provide input. Coordinates utilities shutdown.
May serve as COTR with utility locator contractors. Collaborates with key personnel to ensure contractor work matches expectations and to certify acceptable completion of work.
Coordinates activities with architects, engineers, contractors, and others on project status, construction requirements, water control and runoff, and restaurant inspections.
Performs other duties as assigned.
QUALIFICATIONS
Four years of progressively responsible experience in building inspection or construction.
Knowledge of and the ability to conduct inspections of and ensure compliance with building codes and standards such as the National Electric Code (NEC).
Knowledge of the construction industry, acceptable/specified materials and practices, and established safety requirements and the ability to quality inspect to ensure compliance with specifications.
Ability to analyze data and information (including blueprints and schematics).
Ability to serve as a COTR.
Ability to speak and write effectively.
Skill in using a computer and modern office suite software.
PREFERRED QUALIFICATIONS
A bachelor’s degree in construction management, Engineering, or related field
Certification as a Commercial Building Inspector from the Virginia Department of Housing and Community Development (DHCD).
Certification from the Virginia DHCD in at least two of the five following specialties: Commercial Electrical Inspector, Commercial Mechanical Inspector, Commercial Plumbing Inspector, Fire Prevention Inspector or Fire Protection Inspector.
EDUCATION
A high school diploma or a Certificate of General Educational Development (GED).
CERTIFICATIONS AND LICENSES REQUIRED
A state driver’s license in good standing.
Certification as a Commercial Building Inspector from the Virginia DHCD OR a Master Tradesman License in either Electrical, Plumbing, or HVAC to be obtained within 18 months of hire, promotion, or placement in the job.

NECESSARY SPECIAL FACTORS
Must maintain certifications.
Work is typically reviewed in progress and upon completion for quantity, quality, timeliness, teamwork, customer service, and other factors.
Operates vehicle landside and airside (requires AOA permit).
Work requires moderate to heavy physical exertion (lifting objects up to 50 pounds). May bend, stoop, crouch, and work in a cramped position.
Is subject to working night/weekend.
Is subject to hold-over and recall on a 24-hour basis for essential services and emergencies such as snow removal.
May be subject to adverse weather conditions and dust/grease/dirt. May be subject to potential hazards common to the airport environment and construction industry. Wears personal protective gear, as necessary.
A background security investigation will be required for all new hires.
