Job Description

The CPSA is responsible for accepting the referrals through the hotline or walk in, determining if they rise to the level of abuse or neglect per the DC Code and if so determining the response time and whether an investigation is to be conducted. The Administrator is responsible for overseeing and directing the operations of the CPS Administration Investigative Units to include planning, execution, and management; evaluating investigative and assessment responses, performance benchmarks, monitoring workload/workflow, and developing strategies to improve outcomes for children and families served.

Duties and Responsibilites

The Administrator duties and responsibilities include:

  • Responsible for administrative and clinical oversight to ensure compliance with District, Federal and Court guidelines. Provides guidance and direction in the determination of acceptance or denial of referrals.
  • Organizes and manages a quality driven Administration which operates 24 hours per day, 7 days per week and handles high risk, crisis intervention, and time limited cases/issues.
  • Oversees and/or coordinates or reviews drafts legislation and policy, identifying program and unit needs, preparing budget requests, monitoring and approving expenditures and contracts, and preparing and presenting program or operating information and proposals.
  • Develops CPSA plans, procedures, and allocates resources for all aspects of major incidents. Coordinates quality control and proper application of CPSA systems. Evaluates existing programs and procedures to determine the degree of efficiency. Analyzes outcomes and management for suitability and potential benefits from programs. Advises on redesign of program and procedures for emergency and intervention management programs.
  • Performs other related duties as assigned.
  • Plans, manages, and directs the daily operations of CPSA by establishing goals, objectives, short and long-range plans and projects, and developing and interpreting operating and program policies and procedures. Reviews, evaluates, and revises program and service delivery.

Qualifications and Education

Master’s of Social Work (MSW) gained from a program accredited by the Council on Social Work Education is required.

Ten (10) years of directly related experience in child welfare management and/or child protective services are highly preferred.

  • Comprehensive knowledge of and ability to operationalize social work concepts and theories, child welfare system, and group dynamics and family concepts.
  • Advanced knowledge of and ability to apply concepts in strategic planning and other management concepts and principles to be able conceptualize, plan, direct, coordinate, and implement multiple or major projects and/or initiatives.
  • Demonstrated comprehensive knowledge of CFSA data systems of record and database software (STAAND) or its equivalent in the other industry and build to support community-based prevention and services for CFSA- involved children and families.
  • Advanced knowledge of the pertinent District and federal laws and consent decrees impacting the receipt, investigation, and disposition of reports of abuse and neglect.
  • Knowledge of the mission and functions of related Administrations within CFSA, to successfully control the inflow and egress of work of the Administration.
  • Demonstrated comprehensive knowledge of and ability to apply and adapt CFSA rules, regulations, administrative policies, procedures, programs, and overall operations to individual work situations.
  • Advanced knowledge of standards of practice and administration of program dealing with abuse and neglected children/youth as well as knowledge of mental health and behavioral challenges facing children/youth. Incumbent must also possess thorough knowledge of cultural issues in service delivery and staff relationships as well as knowledge of and ability to apply management principles and techniques.
  • Demonstrated skills and abilities to collaborate inside and outside of the Administration/Agency.
  • Demonstrated advanced skills and ability to oversee and successfully implement the Administration’s operational plans and programs; facilitate and coordinate projects and initiatives; and identify, evaluate, and establish benchmarks for successful investigation programs.
  • Proficiency in Microsoft Word, Excel, One Drive and PowerPoint.
  • Excellent organizational, oral, and writing communication skills to include making oral presentations, writing/editing policy and procedures.

Licensure/Certification

Required to have a Licensed Independent Clinical Social Worker (LICSW) in good standing and must adhere, comply, and meet all the requirements to maintain the D.C. license current to practice social work in the District of Columbia.

Working Conditions/Environment

The work is mainly office-based and sedentary. Some field/community engagement work may involve discomforts in physical surroundings relative to the location of the venue.

Other Significant Factors

Tour of Duty: Monday - Friday, 8:15 a.m. – 4:45 p.m. May be required to work on weekends and holidays Qualified Candidates must be flexible when it comes to tour of duty. Must be available for on-call duties.

Promotion Potential: No promotion potential.

Collective Bargaining Unit: This position is not in the collective bargaining unit.

Duration of Appointment: Management Supervisory Service – Regular

Pay, Plan, Series & Grade: MS-0185-15

MSS At-Will Statement: Positions in the Management Superviosry Services (MSS) serve at the pleasure of the appointing authority and may be terminated at any time with or without cause.

Position Designation: This position is designated as “protection” sensitive and “emergency” per DPM Chapters 4 (Suitability) and 12 (Essential/Emergency), respectively.
