Job Description
Summary You will serve as an Administrative/Technical Specialist in the Machinery Programs and Platforms Department of Naval Surface Warfare Center, Philadelphia Division (NSWC PHILA DIV). Responsibilities You will identify problems and trends, improving procedures and advising management on sound solutions. You will work with external administrative specialist and professionals, customers, and counterparts to resolve issues. You will plan, develop, prepare, coordinate and manage the Department's budget and support of program operations. You will analyze and resolve problems in the financial, budget, contract and human resources support of the programs. You will apply analytical techniques in obtaining, developing and presenting facts and information in a clear, concise and logical manner. Requirements Conditions of Employment Qualifications For the NT-4: Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-03 pay band (GS-9/10 grade level equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Providing guidance concerning administrative operations and management services related to financial/administrative management system policies and practices. For the NT-3: Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-02 pay band (GS-5/6/7/8 grade level equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Applying analytical techniques in obtaining, developing, and presenting facts related to budget/financial administration for an organization's budget/programs. Examples of Qualifying Experience may include providing administrative services essential to the operation of an organization; providing support necessary to accomplish an organization's mission; providing budget support functions; tracking and reporting financial functions of an organization; reviewing records/documents and developing/compiling data; maintaining Department databases. Education In lieu of specialized experience, you may qualify with the following education or combination of both education and experience: For the NT-4: A Ph.D. or equivalent doctoral degree; OR Three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree; OR An LL.M. degree in a field directly related to the position being filled. OR For the NT-3: A Master's or equivalent graduate degree; OR Two full years of progressively higher level graduate education leading to a Master's or equivalent degree; OR An LL.B. or J.D. degree in a field directly related to the position being filled.
