Summary


This is a full-time permanent position located in the National Park Service (NPS) Interior Region 2 Cultural Resources Division. The position is duty stationed at the Southeast Archeological Center (SEAC) in Tallahassee, Florida.

Duties


The major duties of the Administrative Officer include, but are not limited to, the following:


This position manages the complex and varied administrative and business operations of the SEAC. The administrative officer serves as the SEAC site manager, member of the SEAC Management Team, as well as a member of the Interior Region 2 Cultural Resources Leadership Team. The incumbent will supervise at least one GS-11 Information Technology Specialist. The incumbent is responsible for advising the centers management team and staff on all administrative matters and guiding management and staff toward effective management of the daily business.


  • Oversees inventories of personal property and maintenance of records.
  • Serves as the primary liaison with the Servicing Human Resources Office (SHRO), coordinating the identification and communication of needs and receipt of HR services from the SHRO.
  • Works directly with the center's hiring managers and IR2 Chief of Cultural Resources to pull together hiring packets for various positions announced for the center.
  • Responsible for GSA-leased fleet for the center. Inputs monthly mileage utilization as well as fleet reallocation in FBMS. Works with GSA on any maintenance issues.
  • Works with external partners, the external archeological assistance program, and the Accounting Operations Center (AOC) on reimbursable agreements.
  • Applicant experience should also include analyzing financial and/or program data to provide recommendations to leadership within the center regarding year end close out procedures.
  • Responsible for overall closeout of SEAC's ONPS and NRP dollars as well as a host of projects including working with other Administrative Officer's and Budget Analysts at servicing parks for a successful closeout.
  • Provides overall budgetary coordination throughout planning and development phases, leading to park assisted projects throughout Interior Region 2.
  • The administrative officer will ensure employees are supported in the areas of budget formulation/execution/finance, Updating Financial Plans, FBMS, AFS4, PMIS Formulation, information technology (IT), Financial Assistance Agreements, Reimbursable Agreements, Interagency Agreements, contracting, purchase requisition, property, employee onboarding, purchasing, AOPC Charge card oversight, GPO Process, travel regulation and reviewer of all travel vouchers for SEAC employees in Concur.
  • Plans, analyzes, and monitors the formulation and development of center wide plans, programs, procedures, operating policies, internal controls, and program goals.
  • Provides accurate and reliable advice on a wide range of administrative functions.
  • Responsible for overseeing established procedures and operating internal controls established to eliminate waste and prevent fraud in use of Government property and resources.

  • You may be required to travel overnight away from home up to 1-3 nights per month. You must obtain a government charge card for travel purposes.
  • Selectee will be required to participate in the Direct Deposit Electronics Funds Transfer Program.
  • If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period.
  • U.S. Citizenship required.
  • You may be required to operate a government (or private) motor vehicle as part of your official duties. Prior to your first official motor vehicle operation, and again every year thereafter (or more frequently if management determines such need exists), you will be required to sign an affidavit certifying to your possession of a valid State issued driver's license that is current and has not been revoked, suspended, canceled, or otherwise disqualified in any way to prohibit your operation of a motor vehicle. You will also submit a photocopy of your valid State issued driver's license prior to your first official motor vehicle operation, and again every year, or more frequently if management determines such need exists. Lastly, you may be required to submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that discloses all valid driver's licenses, whether current or past, possessed by you. Please indicate in your application whether you possess a valid State driver's license.
  • You will be required to complete a Confidential Financial Disclosure Report, OGE-450 on an annual basis.
  • Appointment subject to background investigation and favorable adjudication.
  • Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service). Time-in-grade requirements must be met by the closing date of this announcement.

  • You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.


Qualifications


All qualifications must be met by the closing date of this announcement-09/18/2023-unless otherwise stated in this vacancy announcement.


Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 as part of your application to be used to validate your work schedule and determine the amount of specialized experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience.


For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected.


To qualify for Administrative Officer, GS-0341-11 grade level, you must possess at least one or all of the following minimum qualifications by close of the announcement:


EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-9 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: providing a wide variety of administrative services to enable efficient operation of a business or program office; analyzing work functions and processes and identifying process improvements; planning and coordinating budget and financial plans and operations; or developing and formulating alternative solutions to administrative matters. You must include hours per week worked.


  • OR-


EDUCATION: Successful completion of at least a Ph.D or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. You must include transcripts.


  • OR- COMBINATION: Successful completion of a combination of education and experience as described above. To combine education and experience, first determine the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then add the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-11. You must include transcripts.

Physical Demands: Most of the work is performed indoors in an office setting. There may be some extended walking through facilities, carrying light items, or driving an automobile. Mentally stressful and taxing situations are frequently present.


Working Conditions: The work environment involves everyday risks or discomforts, which require normal safety precautions typical of places such as offices, meeting and training rooms, and commercial vehicles.
