Job Description
Seeking an experienced, highly organized, analytical, detail-oriented, self-starter, with a strong technical background and excellent communication skills to join DOT’s Roadway Repair and Maintenance. The selected candidate will help implement and maintain compliance with a wide range of Federal, State and Local environmental compliance regulations and assist with the coordination, preparation and collaboration of facility improvements, alterations, and modernization for over thirty RRM Facilities and operations. Suitable candidates must demonstrate competency with the regulatory requirements relating to CWA, CAA, RCRA, CERCLA, and, where applicable, the equivalent NYS DEC regulatory requirements. The selected candidate will work closely with RRM operations, and DOT’s Office of Environmental Compliance Assessment and DOT Facilities. Duties include but not limited to: Conduct facility and field assessments/follow-up related to the following programmatic areas: solid and hazardous waste management; stormwater management; bulk storage; and spill prevention. Coordinate and conduct field oversight of spill response, as needed. Maintain applicable permit compliance and prepare annual regulatory reports. Identify personnel that need training and coordinate. Create spatial computations, schematic layouts and written descriptions, review and analyze required function/purpose and physical workflow and determine project cost. Review and evaluate open space designs recommended by contractors. Conduct site visits, surveys, and assessments; assist with determining if government-owned, leased, or new property purchase is suitable, efficient, and economical; make recommendations for more effective space utilizations; Investigate damages and complaints of possible hazards. Assist Directors and Deputy Directors with special and daily facility, environmental, and safety related issues. Candidate must be able to identify regulatory compliance issues and evaluate corrective actions that can be effectively and efficiently implemented by RRM including coordination with relevant work units and follow-up.

Minimum Qual Requirements

1. A baccalaureate degree from an accredited college and four years of satisfactory, full-time progressively responsible clerical/administrative experience requiring independent decision-making concerning program management or planning, allocation for resources and the scheduling and assignment of work, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity. The supervisory work must have been in the supervision of staff performing clerical/administrative work of more than moderate difficulty; or
2. An associate degree or 60 semester credits from an accredited college and five years of satisfactory, full-time progressively responsible experience as described in "1" above, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity. The supervisory work must have been in the supervision of staff performing clerical/administrative work of more than moderate difficulty; or
3. A four-year high school diploma or its educational equivalent and six years of
satisfactory, full-time progressively responsible experience as described in "1"
above, 18 months of which must have been in an administrative, managerial,
executive or supervisory capacity. The supervisory work must have been in the
supervision of staff performing clerical/administrative work of more than
moderate difficulty; or
4. Education and/or experience equivalent to "1", "2" or "3" above. However, all
candidates must possess the 18 months of administrative, managerial, executive or supervisory experience as described in "1", "2" or "3" above. Education above
the high school level may be substituted for the general clerical/administrative
experience (but not for the administrative, managerial, executive or supervisory
experience described in "1", "2" or "3" above) at a rate of 30 semester credits
from an accredited college for 6 months of experience up to a maximum of 3½
years.

Preferred Skills

Attention to detail. Ability to supervise and train personnel to ensure continuity of operations. Experience in effectively interacting with and resolving issues from officials outside the organization (state administrators, auditors, etc.). Effective at providing accurate summaries, analyses, and justifications. Excellent liaison abilities, ability to coordinate transfer of information from field offices into format suitable for official document submission.
