Office of Conservation – Engineering-Regulatory Division


The Engineering Regulatory Division is responsible for inspecting oil and gas wells and the associated facilities to ensure compliance with Statewide Order No. 29-B, the processing of Unit Termination applications, and the approval of Unit Survey Plats.


Additionally, the Division is responsible for implementing and administering the Oilfield Site Restoration Program as well as the Underwater Obstruction Removal Program.


LOCATION AND POSITION INFORMATION:


Additional Duties Include, But Are Not Limited To The Following


This Administrative Coordinator 3 is located in the Engineering-Regulatory Division within the Office of Conservation (OC) in Lafayette, LA. The individual in this position will exercise initiative and independent judgement in carrying out policies and procedures and administrative support duties with emphasis in the aid to the manager and engineering staff in order to achieve the goals and objectives of the Engineering Division, Office of Conservation, Lafayette District office whose jurisdiction is 36 parishes and 3 miles of offshore waters. The district office is responsible for regulating the exploration and production of oil and gas and other hydrocarbons and lignite, to control and allocate energy supplies and distribution and to protect public safety and the environment from oilfield waste, including the regulations of underground injection and disposal practices. IT applications (data bases, records management, word processing, spreadsheets, etc.) as duties required the accessing and manipulation of digital data for report generation and the free-flow of information.


  • Greet the general public and oil and gas industry representative and assist them in researching all records under the jurisdiction of the district office, utilizing all functions of the SONRIS system including Data Access, Document Imaging, RODs and GIS;
  • Performs all other duties as requested.
  • Receive and oversee the proper distribution of all in-coming mail and out-going mail; prepares all items (correspondence and applications, etc.) for review for compliance with department policies by the engineering staff, mineral production analysts and mineral production supervisor and works to resolve any discrepancies;
  • Maintaining and organizing of records which include: individual well records on all wells permitted/drilled for hydrocarbons, salt water disposal, storage, etc. in South Louisiana; applications for hearings, dockets of hearings, field orders and survey plats;
  • Perform duties related to administrative functions, such as properly control and safety in addition to other clerical duties to alleviate the district manager/engineering staff of these administrative matters;
  • Perform accounting functions utilizing the SONRIS accounting system to prepare invoices and to receive online payment or payment by check for applications received from industry that require fees which necessitates the familiarity with the rules and regulations of the Office of Conservation, types of documents required and fiscal practices;
  • Operates various office equipment such as desktop PC accessing network server applications such as: SONRIS screen functions, complimented with network usage of excel, word, oracle, Microsoft outlook, fax machine, multi-line telephones, scanner, etc.;


Employees are eligible for flexible work schedules upon hire and 2 days of telework after 6 months.

Qualifications


MINIMUM QUALIFICATIONS:


Two years of experience in which clerical work was a major duty.


Substitutions


Training in a business or clerical-related curriculum in a business school or technical institute will substitute for the required experience on the basis of six months of training for six months of experience for a maximum of one year of the required experience.


Completion of a business or clerical-related curriculum in a business school or technical institute will substitute for a maximum of one year of the required experience.


College training will substitute for the required experience on the basis of 15 semester hours for six months of experience.


Note


Business or technical school training with less than completion will only be credited in six month increments. Similarly, college training will only be credited in 15 semester hour increments.


NOTE: Any college hours or degree must be from an accredited college or university.
