Position Overview

The Division of Early Childhood (DEC) is seeking to hire a dynamic, organized, and detailed-oriented administrative assistant to function as administrative support to the Senior Early Childhood Policy Advisor. DEC is one of six divisions within the Illinois Department of Human Services. DEC serves to strengthen and centralize Child Care, Early Intervention, and Home Visiting within IDHS. The DEC vision is for Illinois’ young children and families to have the supports they need to achieve their full potential. The DEC mission is to enhance access to programs and services that support whole child development. Job Responsibilities

  • Handles confidential Unit personnel materials and/or general questions regarding Unit activities.
  • Functions as administrative support to the Senior Early Childhood Policy Advisor.
  • Assists the Policy Advisor Administrator and subordinate staff in reviewing internal functions and procedures to promote effective and efficient processing of routine and ad hoc assignments.
  • Performs other duties as required or assigned, which are reasonably within the scope of the duties enumerated above.
  • Conducts research, gathers information, and performs special projects and studies (independently) for the Policy Advisor Administrator, which can be complex and confidential in nature.

Minimum Qualifications

  • Requires two (2) years of professional experience in a public or private organization.
  • Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college, preferably with courses in public or business administration.

Preferred Qualifications

  • Two (2) years of professional experience understanding the use of graphs, charts, and maps (e.g., two-dimensional or ArcGIS) in written and/or statistical documents/reports.
  • Three (3) years of professional experience communicating effectively (written and orally) and coordinating day to day activities that lead to greater efficiencies and effectiveness within a public or private organization.
  • Three (3) years of professional experience as a representative of an administrative leader able to discuss and/or interpret programs, services, policies, and procedures for the general-public and/or other internal/external entities.
  • Two (2) years of professional experience efficiently tracking status and/or completion of assignments/tasks across a bureau or division to ensure grammatical accuracy, thoroughness, and timely completion.
  • Two (2) years of professional experience understanding the process of completing extensive research of issues and concerns and preparing action reports and recommendations for policy and/or procedural changes.
  • Three (3) years of professional experience developing and maintaining professional working relationships with internal and external stakeholders, including (but not limited to) organizational staff, customers, grantees/vendors, and the general-public.
  • Two (2) years of professional experience utilizing computer software (e.g., such as Microsoft Office Suite, SharePoint, Teams, and OneDrive) including preparation of spreadsheets, presentations, and reports.

  • Requires the ability to travel with overnight stays.
