EMERGENCY ASSIGNMENT: Every FEMA employee has regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites. All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.


In this position, you will serve as an Accountant. Typical assignments include:


  • Advising or assisting management on accounting and financial management matters.
  • Examining, analyzing, and interpreting accounting data, records, and reports.
  • Prescribing accounting standards, policies, and requirements.
  • Designing, developing, operating, or inspecting accounting systems.


Promotion Potential: Future promotions will be dependent on your ability to perform the duties at a higher level, the continuing need for an employee assigned to the higher level, and administrative approval.

Qualifications


The qualification requirements listed below must be met by the closing date of this announcement.


You qualify for this position at the GS-09 level (starting salary $64,957) if you possess the following: One full year of specialized experience equivalent to the next lower grade (GS-07) in the Federal Service. This experience may have been gained in the federal government, a state or local government, a non-profit organization, the private sector, or as a volunteer; however, your resume must clearly describe at least one year of specialized experience. Specialized experience for this position includes:


  • Developing reports comparing actual results to plans and budgets.
  • Compiling centrally requested cost reports and reports of variance from standards; AND
  • Identifying accounting problems such as inadequate maintenance of fund controls and lack of documentary evidence to support performance of regulatory reconciliations; AND


OR


Master's or Equivalent Graduate Degree -OR- 2 full years of progressively higher level graduate education leading to such a degree; -OR- LL.B. or J.D., if related.

Combination Of Education And Experience.


You qualify for this position at the GS-11 level (starting salary $78,592) if you possess the following: One full year of specialized experience equivalent to the next lower grade (GS-09) in the Federal Service. This experience may have been gained in the federal government, a state or local government, a non-profit organization, the private sector, or as a volunteer; however, your resume must clearly describe at least one year of specialized experience. Specialized experience for this position includes:


  • Preparing financial statement formats for Department component use in reporting data required under the CFO Act and GPRA.
  • Determining functional accounting requirements; AND
  • Developing and maintaining an automated voucher examining and disbursing subsystem that provides in-house processing of commercial vouchers and payment for transactions completed by other organizations; AND


OR


Ph.D. or equivalent doctoral degree; -OR- 3 full years of progressively higher level graduate education leading to such a degree; -OR- LL.M., if related.

Combination Of Education And Experience.


In addition to the specialized experience described above, you must meet the following requirement(s) to be considered qualified for the position at the GS-09 and GS-11 grades: (transcripts required)


Basic Requirements


  • Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")


or
  • Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
  • Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
  • Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
  • A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or


Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
