Experience with CEQA, particularly a leadership role in Environmental Impact Report (EIR) processes.

Experience reviewing or applying the Secretary of the Interior’s Standards for the Treatment of Historic Properties.

Experience with inter-agency coordination of program implementation.

Experienced in advising senior management on policy decisions.

Additional appropriate education in Legal, or Public Policy/administration will substitute for the required experience on a year-for-year basis

7 years of experience in a legal, regulatory, or public policy/administration field.

Three years of professional experience in a legal, regulatory, or public policy/administration field.

Experience in writing State of Colorado rules, statutes, and legal policies.

Any combination of education and experience that is equivalent to the following minimum qualifications is acceptable.

Experience with campaign finance, lobbyist, transparency or ethics laws and regulations is highly desirable

Confident with public speaking. You may be called upon to present at public meetings, in court, or in administrative hearings.

Responding to requests for information and assistance on matters related to the Commission’s work and laws within the Commission’s jurisdiction.

Manage the workload distribution and assignments between ethics staff and assist with SOP maintenance and development.

Minimum of three (3) years of related experience

Detail-oriented and possess strong organizational skills with the ability to prioritize multiple tasks and projects

Administrative Office Services - provide general administrative services to the Ethics Office which includes:

Compose standard email notices and responses that are logical, clear, and timely.

Maintain the Ethics Management Information System (EMIS) and NIH Enterprise Ethics System (NEES) for employees.

Maintain current knowledge of ethics statutes, regulations, legal decisions, policies and procedures and their relationship to the functions of the Office.

Work with staff to translate requirements and directives into standard operating procedures (SOPs).

Ensure the timely distribution of new or revised guidelines or explanations of ambiguous requirements.

Minimum of three (3) years of attorney experience in Executive Branch ethics issues doing the following:

Ability to meet the minimum requirements for joining CIA , including U.S. citizenship and a background investigation

Ability to effectively manage multiple work assignments and competing priorities concurrently

Conducting legal research and analysis on sensitive matters.

Maintaining productive working relationships with other Intelligence Community elements, federal agencies, and congressional committees.

Bachelor’s degree in Business Management, Business Administration or Healthcare Administration with 8 years of experience.

Prior work experience supporting the NIH.

Knowledge of the NIH and CC organizational structure.

Knowledge of the mission, goals and objectives of the CC its ethics program.

Professional certification such as State Bar Membership, CHC, CIPP or CHPC.

Attend and actively participate in meetings, working groups and other gatherings for the CC Ethics Office.

Excellent verbal and written communication skills, active listening, critical thinking, multi-tasking and time management skills.

The incumbent is expected to conduct themselves ethically and with the utmost integrity in carrying out their responsibilities.

Extensive experience dealing with confidential information appropriately and a successful track record for exercising good judgment and discretion.

Experience planning and conducting internal investigations.

Experience with Microsoft Office applications – Word, Excel, PowerPoint, Outlook, database applications.

Excellent organization skills and the ability to work under varying deadlines and ability to remain flexible as demands and priorities change.
