Description of Job

The Regulatory Analyst provides ongoing analysis, technical expertise, development, and decision-making relative to processes critical to the operations, programs, and policies of the Division. The Regulatory Analyst will research, analyze, report on, and make recommendations regarding Division-wide impact and implementation of legislation and rules. As a result the position will formulate guidelines, budget and staffing patterns required to implement policies, statute, and rules pursuant to legal requirements that align with the overall mission of the Division.

Provide internal communication on legal and policy issues to Division leadership and staff when directed. Respond to and generate requests for information on Division legal and policy matters. Support action items regarding drafting and tracking of administrative actions. Support legislative and rulemaking aspects of weekly meetings with internal staff and he Office of the Attorney General.

The Racing Regulatory Analyst acts as an agency compliance officer to ensure the Division meets all of its statutory, regulatory and Departmental policy requirements, provides internal legal support to and advises senior management on day-to-day operations, organizational history and litigation matters. The position is responsible for initiating and managing administrative actions. The position acts as rulemaking manager and is responsible for the development of rules for the consideration of the Colorado Racing Commission and managing the rulemaking process from start to finish. The position is responsible for reviewing proposed legislation and responding to the Department Litigation Services Manager with fiscal impact to the Division and/or technical notes. The position acts as the point of contact for the Division's Attorney General counsel and consults with, assists and advises counsel as needed. The position acts as the point of contact for CORA requests submitted for the Division.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

MINIMUM QUALIFICATIONS:
Education and Experience:
Must meet one of the following or any combination of experience/education to meet the qualifications:

OPTION 1:
  • 7 years of experience in a legal, regulatory, or public policy/administration field.

OR
OPTION 2:
  • Three years of professional experience in a legal, regulatory, or public policy/administration field.
  • Bachelor's degree from an accredited institution in closely related field as determined by the Department.
OR

OPTION 3:
  • Additional appropriate education in Legal, or Public Policy/administration will substitute for the required experience on a year-for-year basis
Preferred Qualifications:
  • Proficient in Microsoft Word and Excel.
  • Proficient in Google suite
  • Proven ability to engage with diverse set of stakeholders.
  • Knowledge of horse racing, pari mutuel wagering and sports betting
  • Proven success organizing and tracking workload.
  • Knowledge of state statutes and rulemaking processes.
  • Demonstrated excellent written and oral communication skills.
  • Proven ability to work independently and accept supervision.
  • Experienced in advising senior management on policy decisions.
  • Excellent communication and interpersonal skills
  • Policy administration, interpretation, and implementation experience, particularly with state/local governments related to enforcement.
  • Experience in writing State of Colorado rules, statutes, and legal policies.
  • Paralegal certification
  • Experience in writing rules, statutes, and legal policies.
  • Certified paralegal or juris doctorate degree
  • License to practice law in any jurisdiction.

Competencies required for all DOR positions include good communications skills, interpersonal and people management skills, the ability to multitask, the ability to work with confidential information, the ability to work in high-stress environments, and the demonstrated ability to assist customers.

Conditions of Employment with the Colorado Department of Revenue :
1. As a condition of employment with the Colorado Department of Revenue, a requirement exists that all personnel timely file all necessary Colorado Individual Income Tax (CIIT) returns and timely pay tax obligations. As such, all employees must undergo a pre-employment evaluation of their tax records/accounts to ensure compliance with this policy.
