The North Carolina Department of Administration (NCDOA) is seeking a motivated, enthusiastic, and skilled Youth Program Coordinator III to lead its youth involvement programming.

The Youth Involvement (YI) team seeks to create a better tomorrow by focusing on children and youth today. Its mission is to enhance the quality of lives of children and youth through leadership development and experiential education. To this end, YI provides the following primary services and programs:

  • The State Youth Council Program (§ 143B-387), which works to involve youth in community affairs, to foster youth leadership development, and to provide a voice for youth in North Carolina.
  • The Lady Cardinal Mentorship Program, which is a four- to five-week summer program designed for high school girls who are interested in science, technology, engineering, and mathematics (STEM) careers; and
  • The NC State Government Internship Program (§ 143B-417-419), which is a 10-week summer program that provides legal residents of North Carolina who are students at colleges, universities, community colleges, law or graduate schools with a compensated experiential opportunity that integrates education, career development, and public service;

The person in this position is primarily responsible for: 1) planning and implementing the State Government Internship and Lady Cardinal Mentorship Programs; 2) providing staff support to the North Carolina Internship Council; and 3) supervising the YI staff person who is primarily responsible for administering the State Youth Council Program and for providing staff support to the Youth Advisory Council.

Key Responsibilities:

  • Plan, implement, and manage the NC State Government Internship Program and the Lady Cardinal Mentorship Program, including facilitating recruitment through outreach to educational institutions and potential participants.
  • Develop, foster, and enhance relationships with state agency heads, agency internship coordinators, legislators, colleges, universities, and law schools for the purpose of developing collaborative partnerships to promote the programs.
  • Develop and present effective promotional/marketing presentations to a wide variety of audiences to include but not limited to student groups, youth councils, colleges, universities, community colleges, law schools, state agency heads, and the Legislature, and attend recruitment events and organization and career fairs.
  • Manage and monitor YI program budget, revenues, and expenditures.
  • Work directly with the North Carolina Internship Council (G.S. 143B-417), which is a 17-member council with appointments from the Governor, President Pro Tempore of the Senate, Speaker of the House, and Secretary of Administration.

The Department of Administration serves as the business manager for North Carolina state government and provides leadership to state government agencies for the effective, efficient, economical and equitable delivery of services to the public. The department also provides assistance and services to several advocacy programs that serve diverse segments of the state’s population that have traditionally been underserved. The agency’s mission directs departmental efforts to: acquire, develop and maintain properties and facilities; create and operate an efficient system to purchase and dispose of goods and services to meet the needs of government agencies; provide excellent operational services to state employees; achieve fair and equitable opportunities and representation for various segments of the population that have special needs; and to provide administrative support to independent state government agencies.

Knowledge, Skills and Abilities / Competencies

QUALIFIED APPLICANTS MUST SUBMIT AN APPLICATION THAT CLEARLY REFLECTS WORK EXPERIENCE THAT DEMONSTRATES ALL OF THE FOLLOWING:

  • Demonstrated knowledge of internships, mentorships, and experiential education.
  • Demonstrated knowledge of social marketing and applicant sourcing sites.
  • Significant experience engaging, developing, and training high school and college students.
  • Demonstrated ability to plan, manage, and execute youth conferences and activities, and experience with public speaking.
  • Demonstrated knowledge of effective strategies and techniques for teaching and group facilitation.

MANAGEMENT PREFERENCES:

  • Strong interpersonal/human relations skills and ability to work collaboratively with stakeholders in various disciplines.
  • Proficiency in Microsoft Office software to include Word, Excel, PowerPoint, Outlook, and Teams/SharePoint.
  • Knowledge of government structure and ability to develop and maintain effective working relationships across state government agencies.
  • Experience planning, coordinating, and implementing statewide programs for youth.

Other Requirements:

  • Valid NC Driver's License. Out of State Applicants must have valid Driver's License and acquire NC Driver's License within 60 days of hire.

Bachelor's degree from an appropriately accredited institution and two (2) years of experience related to the area of assignment; or an equivalent combination of training and experience.
