This is a full-time, limited-duration position. The duration of this assignment will be 1 year from the date of hire. This position may become permanent depending on funding. LD appointments are benefits eligible that includes family health benefits and leave accrual.

We are seeking an Adult Protective Services Quality Assurance / Quality Improvement & Training Coordinator (Operations & Policy Analyst 3) to join our APD Adult Protective Services Unit.

What you need to qualify
A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science, or any degree demonstrating the capacity for the knowledge and skills; and four years of professional-level evaluative, analytical, and planning work.
OR
Any combination of experience and education equivalent to seven years of experience that typically supports the knowledge and skills for the classification.
Essential attributes
We are looking for candidates with:
  • Direct experience and knowledge with elder abuse and protection of vulnerable adults, theory, principals, and national practices.
  • Experience in monitoring, planning, and design of programs, and systems based on abuse trends and data.
  • Experience developing and implementing targeted training related to deficiencies in statutes, rules, and policies to meet program standards.
  • Ability to adjust your verbal and written communication skills to fit diverse audiences and experience communicating within all levels of an organization, with community partners, and in public speaking.
  • Experience in quality assurance, data integrity, and data analysis, including explanation of the data and trends.
  • Experience identifying complex problems and reviewing related information to develop and evaluate options, recommend, and implement solutions.
  • Experience performing evaluation/analysis of a program and operations, and recommendations to improve statewide service delivery.

As an Adult Protective Services Quality Assurance / Quality Improvement & Training Coordinator, you will:
  • Communicate strategies for scheduled reports regarding programmatic decisions.
  • Create and implement project management plans to identify and address operational risks and resolution strategies.
  • Evaluate Oregon policies against national best practices and research other appropriate disciplines for possible incorporation into Oregon practice.
  • Manage projects for research related to abuse prevention, strategic initiatives, and reduction of abuse or re-abuse of vulnerable populations.
  • Develop, implement, and manage a quality assurance and quality improvement plan for continuous improvement of Statewide APS program operations, policy, and strategically identified outcomes.
  • Organize and oversee program activities and procedures with local office managers based on program review outcomes and develop a standard report of progress for each region and a statewide comparison report on a scheduled basis.
  • Maintains a work environment that respects, understands, and honors the lived experiences of our clients, colleagues, and the communities we serve.
  • Provide analysis, evaluation, findings, and recommendations resulting from activities in support of decisions that impact the program or people served.
  • Develop data collection methods and retrieval methods for metrics related to quality assurance.
  • Review screening, investigations, report writing, interventions, outcomes for improvements, and compliance with an enterprise-wide focus that meets the goals, objectives, and outcomes.
  • Develop, implement, and manage an APS program review process and methodology development for performance and outcome measurements, and continuous improvements.
Working conditions
  • Employee’s work will be conducted Monday through Friday 8 a.m. – 5 p.m.
  • This position involves a high workload volume that requires the ability to coordinate across functional areas in the Central APS Unit for statewide support of APS; a high level of activity that can be unpredictable and fast-paced. Requires the ability to prioritize to meet required deadlines.
  • Hours of work may fluctuate based on service needs.
  • This position will have frequent exposure to sensitive information and evidence, such as reports and photographs regarding abuse, neglect, and trauma of vulnerable adults
  • Travel within the state for meetings and conferences may be required.
