JOB SUMMARY:
Under administrative direction from the President, plans, organizes, coordinates, and directs a group of major functional units, including Ground Water and Surface Water Operations, Wastewater Treatment & Collection Systems Operations, Water Quality, Distribution Systems Operations, Safety, as well as Logistics and Procurement. The incumbent formulates operating policies, procedures, goals, and objectives within general administrative guidelines as well as evaluates and executes on strategic initiatives in support of the Company’s Mission, Vision, and Core Values.
DISTINGUISHING FEATURES:
The incumbent is distinguished by the nature and scope of the management level responsibility for Company-wide operations activities; experienced in elements listed in Job Summary above and the following: knowledge and experience in operations management, financial and account acumen, talent management, budgeting oversight and administration.
- Responsibility for the overall management, policy development, program planning, fiscal accountability, and administration of a group of integrated functional units;
- Responsibility to provide technical advice to the President; and
- Direct and indirect supervision over managerial, professional, technical, and support staff in accomplishing the goals and objectives of the group.
PRINCIPLE DUTIES & RESPONSIBILITIES:
- Provides leadership in the development and implementation of strategies, programs, ordinances, policies, and operational decisions;
- Prepares and recommends long-range plans for services and programs;
- Establishes goals, motivates and coaches team to action on initiatives;
- Plans, organizes and coordinates the work of a group of interrelated functional units to ensure safe and efficient operation of the water and wastewater utility;
- Directs the preparation and administration of annual budgets for a group of assigned functional units and prepares a wide variety of periodic and special technical reports;
- Evaluates the performance of leaders in their assigned group against defined performance plans, approved budgets, and Company goals;
- Confers with the President to determine basic policies and operating procedures and advises on related issues and programs;
- Represents the Company before outside organizations including Federal, State and local regulatory agencies, private entities, community organizations and the general public; and
- Performs other strategic and administrative functions as assigned.
EDUCATION & EXPERIENCE:
- Possession of a Bachelor degree with major course work in business administration, public administration, civil engineering or a closely related field; a Master’s degree is desirable.
- Ten years of recent progressively responsible administrative, managerial, or professional experience in the water industry, public utility, or related experience, including six years management and supervision of professional and technical staff in a field related to the assignment;
- Possession of a water or wastewater operator’s license or other applicable technical competency are desirable.
COMPENSATION:
For a qualified individual who meets these specifications, TWC is prepared to offer a competitive compensation package inclusive of a base salary, cash bonus, and other incentives.
ENVIRONMENTAL CONDITIONS/PHYSICAL REQUIREMENTS:
Works approximately 100% of time in a controlled-temperature office requiring the ability to:
- Sit for extended periods of time in front of a computer screen
- Use finger dexterity and hand strength to perform simple grasping and fine manipulation
- Use a telephone and operate a computer and other office equipment on a daily basis
- Speak and hear in person and on the phone
- See sufficiently to perform assignments
- Intermittently twist to reach equipment or supplies
- Frequently lift or carry boxes of files, equipment or records weighing up to 20 pounds and occasionally up to 40 pounds
OTHER REQUIREMENTS:
- Must possess a valid Texas driver’s license.
