Job Description
Summary
The Environmental Services Unit in the Wastewater Treatment Division is seeking a Water Quality Planner/Project Manager II . King County has a progressive climate action plan with ambitious greenhouse gas emissions reduction goals that this position will play a key role in helping to implement. This position will provide support to the WTD Mitigation and Monitoring Program and manage multiple assignments on capital projects and programs along with successfully collaborating with diverse project teams and regulatory agencies. In addition, this position will be c onducting site monitoring, summarize findings, and review consultant deliverables.
The Environmental Services Unit is committed to environmental protection and restoration through its responsibilities to ensure compliance with applicable federal, state, and local environmental regulations and requirements. This is an opportunity to utilize and develop skills to provide technical environmental support to wastewater infrastructure projects and programs.
Who is Eligible - This position is open to current King County Employees. This recruitment may also be used to fill future career service, TLT and SDA opportunities.
Working Conditions
Work Location: Combination of teleworking and the King Street Center 201 S. Jackson St., Seattle WA 98104. This position will participate in field visits and travel to various project sites.
Telecommuting Requirement
The work associated with this position will be performed predominantly by telecommuting, with frequent onsite work and meetings, as influenced by business needs. Employee will have access to shared workspaces at various King County facilities. Employees must reside in WA state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required by the department in alignment with the Public Health Directive from the Seattle & King County Public Health Officer. King County is doing its part to reduce the spread of COVID-19 and remains committed to reducing our carbon footprint.
To support employees during this time King County has a robust collection of tools and resources to support working remotely. The individual selected for this opportunity will be joining an innovative and progressive team.
Work Schedule: This position is not covered under the provisions of the Fair Labor Standards Act (FLSA) and is not overtime eligible. This full-time position works a 40-hour work week, Monday through Friday.

Job Duties
Core Work Duties
  • Participate on multi-disciplinary project teams supporting capital projects that are generally of low to moderate complexity and risk to WTD; recommend mitigation strategies to address potential environmental impacts of WTD projects.
  • Monitor restoration sites once construction is complete (e.g., review site maintenance, conduct annual vegetation transect surveys, summarize data, and prepare annual monitoring reports).
  • Evaluate consultant-generated mitigation/restoration plans and specifications, including wetland and stream mitigation, planting plans, and site preparation requirements.
  • Manage hazard tree issues on WTD properties, including permitting and work orders for tree assessments and removal.
  • Identify applicable performance standards based on local, state, and federal guidelines to ensure restoration success and minimize maintenance costs at mitigation sites.
Minimum Qualifications
Experience, Qualifications, Knowledge, Skills
  • Experience and/or technical knowledge of relevant natural resource issues, such as water quality, threatened and endangered species, native/non-native plant species identification, vegetation and water quality sampling methods, and other ecological functions.
  • Experience working on teams and conducting research on environmentally-related topics.
  • A valid Washington State driver's license.
  • Ability to conduct fieldwork on uneven terrain and in a variety of weather conditions.
  • A bachelor's degree in environmental science, biology, ecology, planning, or other closely related field and two years of professional experience, or the equivalent combination of education and experience.
  • Con f lict resolution skills and a proven ability to resolve interpersonal issues on teams promptly, respectfully and discreetly.
Preferred Qualifications
  • CESCL Certification.
  • Experience directing landscape maintenance contractors and inspecting their work.
  • Experience reviewing restoration plans and specifications.
  • Ability to quickly learn new systems and processes for managing work.
  • Familiarity with construction site conditions and inspections for conformance with plans and specifications.
