Job Description
General Overview of Position This recruitment is for a full-time position within the Kenosha Water Utility and is open to all individuals who meet the minimum requirements. The Kenosha Water Utility (KWU) provides municipal water and wastewater services to nearly 110,000 people in the greater Kenosha metropolitan area of southeastern Wisconsin, which is ideally located on Lake Michigan between Milwaukee and Chicago. Appointment to this position requires satisfactory completion of a 6-month probationary period to acquire permanent employment status.* The pay rates shown above reflect Step 1 to Step 4 of the 17-step compensation plan for this position. The person selected for this vacancy will be placed at the appropriate step (between Step 1 and Step 4) based on related experience. (If the selectee is a current full-time KWU or City of Kenosha employee, the pay rate will be determined based on KWU policy and the City of Kenosha Civil Service Ordinance.) Future pay raises are at 12-month intervals until the incumbent reaches top step, and are contingent upon satisfactory annual performance evaluations. Any other pay increases (i.e., cost of living) are subject to approval by the Board of Water Commissioners. Under the general supervision of the Meter Services Supervisor, the Water Meter Maintainer performs all phases of water meter service work including the installation, repair, testing, and meter reading of residential, commercial and industrial water meters; and performs other related work as required. Work is reviewed for conformance with written work orders and oral instructions, and adherence to department procedures, policies, and safety rules. The current weekly work schedule for this position is: Monday/Wednesday/Friday - 7:00AM to 3:30PM; Tuesday/Thursday - 8:00AM to 4:30PM. Incumbents are required to participate in Saturday appointment rotation and may be required to assist with after-hour emergencies.
  • Supplemented with a minimum of one (1) year of directly related experience or other work experience requiring the use of variety of hand/power tools and shop equipment to do mechanical maintenance and repair work; experience working with residential plumbing systems helpful but not required.
  • Fills in for Water Meter Reader which requires traveling/walking assigned routes, locating water meter touch pads, and using a computerized hand held machine to obtain consumption readings.
  • High school diploma, GED or equivalent;
  • Assists in investigating customer complaints/inquiries concerning high or low water usage, leaks, etc.
  • Performs all duties needed for meter installations or repairs.
  • Basic knowledge of residential and commercial plumbing systems.
  • Ability to establish and maintain effective relationships with fellow employees, customers, and the general public.
  • May perform customer service duties (i.e., assist with office operations; answer customer inquiries; make appointments; perform related computer work).
  • Responsible for tools and equipment related to assigned duties.
  • Ability to understand and follow verbal and written instructions.
  • Performs large (industrial) meter testing and repairs, which may need to be done in adverse environments or weather conditions.
  • Operates and maintains service vehicle; reports operational issues for needed repair.
  • Adheres to all applicable safety rules when performing job duties.
  • Job tasks require regular, extensive and prolonged walking over rough and uneven surfaces.
  • Performs inspection, testing and other backflow prevention duties related to the Cross Connection Control Program.

  • Some knowledge of the water meter reading process.
  • Ability to operate non-commercial automotive vehicle.
  • Installs new water meters and outside touch-pads/radio devices on residential, commercial and industrial properties.
  • Some knowledge of the construction, installation and operation of water meters and outside registers.
  • Performs meter testing and prepares meter retirement and other related reports.
  • Enters meter pits or other confined spaces to perform required tasks.
  • Job tasks are performed within residential, commercial and industrial properties, meter pits, and outdoors. Such tasks may exposure the employee to adverse environmental conditions which include: extreme temperature/weather conditions, odors, toxic agents, noise, vibrations, wetness, machinery, electrical currents, traffic hazards, and/or dust. Sensory Requirements:
  • Removes, resets and replaces water meters and outside radios/touch-pads; turns water on and off as needed including for a nonpayment shut-off program.
  • Job tasks require working in confined spaces, for example meter pits and crawl spaces.
  • Performs field repair work including replacing curb box covers and checking touch-pad wiring for proper readings, etc.
  • Possession of a valid driver's license and a good driving record.
  • Job tasks require lifting and carrying items of moderately heavy (20-50 pounds) and occasional moving items over 50 pounds of weight with assistance.
  • Maintains and completes reports and job orders.
  • Performs maintenance activities related to the upkeep of Meter Service shop.
  • Job tasks require eye-hand coordination, strength and manipulative abilities in the operation of hand and power tools, computerized handheld machine and office computer. Environmental Requirements:
  • May be required to assist in snow and ice removal activities.
  • Knowledge of the occupational hazards of the work.
  • Ability to work independently in the absence of supervision.
  • Assists with emergency field work (i.e., emergency water shut-off, thawing of frozen services, installation of necessary hose connection to provide temporary water service).
