Job Description

Introduction


The Department of Natural Resources is hiring a Land Application and Septage Coordinator in the Wastewater Specialist, Entry or Senior classifications within our Environmental Management Division. This position could be located in the Eau Claire or Wisconsin Rapids Service Centers depending on availability and supervisor discretion. There is an opportunity to telework for up to 60% of the workweek dependent on work needs.

Position Summary


This position is responsible for implementing and approving land application sites for waste products regulated under NR 113 (septage), NR 204 (municipal sludge) and NR 214 (industrial wastewater, sludges & by-products) for the assigned geographic area of the WC region. The goal of this position is to protect human health and welfare and protect and restore surface and groundwater quality by controlling the discharge of these substances and other pollutants to land/waters of the state. This position works in close cooperation with the Statewide Residuals Coordinator and compliance staff to coordinate/implement wastewater management program activities relating to both municipal and industrial permits in the assigned geographic area. Work in the program requires that individuals meet and work with municipal and industrial administrators, consultants, and elected officials to achieve compliance for affected facilities.

Salary Information


Starting pay for the entry level is $25 - $30.60/ hour ($52,000 - $ 63,648 annually).

Starting pay for the senior level is $26 - $33.66/ hour ($54,080 - $ 70,012.80 annually).

These positions are in Pay Schedule/Range 15-04 and 15-03. A 12-month probation period may be required.

Job Details


This position performs the majority of the land application review within the assigned office setting. Routine travel within the assigned geographic area of the WC region is expected along with occasional overnight travel for statewide meetings, wastewater program assistance to other regions, trainings, and compliance surveillance.

Employment will require the selected candidate to pass a background check. DNR does not sponsor work visas, thus, in compliance with federal law, all persons hired will be required to verify eligibility to work in the United States by completing the required I-9 form upon hire.

Qualifications


Please describe the below qualifications in your resume and letter of qualifications to be considered for this position:

Required qualifications for this position include all of the following:

  • Experience with watershed management, hydrology, hydrogeology, or other environmental systems management, or experience on soils and/or agricultural practices and nutrient management.

Best-qualified applicants will also have at least one of the following preferred qualifications:

  • Professional work experience involving technical standards and best management practices for agricultural runoff management or groundwater protection from agricultural/land treatment system impacts
  • Working proficiency with ArcGIS v. 10
  • Professional work experience involving technical standards and standard operating procedures for the management and disposal of industrial wastes, biosolids and/or septage waste
  • Regulatory experience related to wastewater (i.e., compliance and enforcement of WPDES permits). Experience related to land application, land disposal, or land treatment
