The Vice President (VP), Software Engineering is a key leader in our hyper-growth, tech-enabled healthcare business. This proven technology SME and people leader is responsible for the strategy, architecture, implementation and continuous improvement of product-oriented software solutions that enable positive experiences and outcomes for our associates, external partners and consumers alike. Leading three concurrent COEs (Internal, Digital/Self-Service, and Integrations) in both Waterfall and Agile methodologies, the VP, Software Engineering ultimately drives business’ growth by bringing enterprise-wide roadmaps to life in our highly-collaborative environment.


What you’ll do


Program Leadership and Delivery

  • Drive requirements definition, development, release management and project management activities as part of the holistic Software Development Life Cycle (SDLC).
  • Implement of processes, ceremonies and tools to maximize business alignment, value, cost-effectiveness, quality, throughput, and architectural evolution.
  • Build and enhance solutions that support Quantum’s market-leading, data-driven holistic healthcare navigation platform, which is a composite of applications geared toward enterprise stakeholders (including consumer members directly).
  • Align and optimize processes and the throughput of the teams of the best applied methodology to deliver the highest value enhancements in rapid cycle time.
  • Provide oversight and management of department expenses and budget planning
  • Oversee the all software engineering, quality assurance and delivery to build and enhance scalable technology products
  • Support change management processes to manage releases, patching and required changes to configuration(s).
  • Grow and lead a high-performing team that is equipped to meet the business’ current and future state technology needs.
  • Mentor engineering teams on new skills and the latest technologies; Conduct design/code reviews.
  • Serve as a solution architecture thought-leader and decision-maker to anchor reliable, forward-looking capabilities, acting as senior technology “product owner”.


Customer-Orientated Solutions

  • Monitor utilization and satisfaction metrics to identify improvement opportunities.
  • Ensure that end-user experiences meet or exceed expectations by leveraging: employing progressive UX techniques, engaging prototyping and feedback, conducting pilots, using a/b testing and partnering with best of breed solutions, where applicable.
  • Develop a deep understanding of various customer experiences in order to identify and close gaps in the current solution/application portfolio.
  • Engage stakeholders from Operations, Product and senior leaders to establish roadmaps that drive value and profitable growth in a manner that unlocks and maximizes capabilities from our technology solutions/assets and forward-looking architecture.


Program Strategy and Vision

  • Maintain a roadmap for how and when the business’ solution(s) will leverage those leading capabilities.
  • Maintain leading professional and technical knowledge through workshops, professional publications, personal networks and professional societies.
  • Collaborate with sales, account management and marketing teams to assess the competitiveness of Quantum’s solutions and participate in site visits to support pre-sale activities including demos and product positioning relative to competing solutions.
  • All other duties as assigned.


What you’ll bring

  • Strong problem-solving skills and willingness to roll up one’s sleeves to get the job done
  • Proven ability to partner with fellow IT teammates and business partners to develop product and marketing strategies and effectively communicate recommendations to senior leaders.
  • Strong administrative/technical skills; Comfort working on a PC using Microsoft Office (Outlook, Word, Excel, PowerPoint), IM/video conferencing (Teams & Zoom), and telephones efficiently.
  • Demonstrated commitment to software quality through the ability to translate complex technical requirements into usable functional software with development best practices.
  • 10+ years’ experience building and leading high-performing software engineering teams; comfortable leading distributed software development teams.
  • Education: Bachelor’s degree in Computer Science, Engineering, MIS or equivalent (preferred); Graduate degree in a related field (preferred)
  • Expertise in leveraging leading technologies to enhance the customer experience.
  • Experience in application architecture and making rational buy vs. build decisions.
  • Trustworthy and accountable behavior, capable of viewing and maintaining confidential information daily.
  • Experience delivering solutions in a cloud-enabled infrastructure and DevOps model with automated test-driven employment and continuous integration/continuous deployment; Ideally experienced in leading the transition to this delivery model.
  • Experience in a Scaled Agile Framework (SAFe) environment.
  • Expertise in vendor/contract management and P&L/budget management.
  • Industry/Environment: 3-5 years working experience in a healthcare, clinical, provider, or plan/benefits organization; Previous experience in a high-growth, entrepreneurial organization highly preferred.
  • Experience: 15+ years developing software for web-based applications and components, ideally with the Microsoft development suite (.NET Core, ASP.NET, C#, VB.NET, etc.) and the employment of micro-service and eventing architectures.
