Our client is Southwest Ohio's fixed-route bus service, which serves Hamilton County residents in addition to providing commuter routes from Clermont, Butler and Warren counties into Cincinnati. This company is a non-profit, tax-funded public service of the Southwest Ohio Regional Transit Authority (SORTA), providing about 14 million rides per year in the Greater Cincinnati area.
- Manages Fixed Route Transit Operations, Access, Safety, Security, and Risk staff including monitoring performance, attendance, and executing employee recognition, commendation, and discipline.
- Determines and implements short/long-term strategies needed to support authority goals and plans.
- Provide a positive work environment that does not discriminate based on race, color, religion, gender, sexual orientation, national origin, age, disability, genetic information, marital status, amnesty or status as a covered veteran.
- Responsible for maintaining a safe work environment at all times.
- Develops and implements communications strategies to improve employee satisfaction at all levels within the Fixed Route, and Access Department.
- Ability to work in compliance with safety and security policies.
- Management employees’ skills and understanding of procedures and policies, developing, implementing, monitoring and overseeing adherence to performance standards. Advance staff through training, professional development and promotional opportunities.
- Evaluates fixed route performance based on operations key performance indicators and develops strategies to improve performance.
- Serves as an Essential Employee to continue the Authority’s operation during an emergency or weather related event.
- Performs related and other special duties as required or directed.
- Oversees the development and implementation of operating practices and procedures, including the development and implementation of an on-going performance measurement and feedback system.
- Other duties as assigned.
- Oversee the continued development of all Transit Operations employees to keep them abreast of new technologies; oversee and direct the development of Transit Operations
- Conducts self in an appropriate manner as a representative of SORTA, working effectively in a diverse work environment.
- Develops, administers and manages the transportation budget.
- Oversee compliance with Labor Agreements and support EEO, Affirmative Action, and DBE policies/procedures. Participates in the negotiation and management of all collective bargaining agreements.
- Ensures compliance with records management standards and authority policy.
- Manages department to ensure adherence to organizational policies, procedures and standards, including authority’s Emergency Response Plan, security policies, etc.
- Model, facilitate and encourage exemplary internal and external customer service, open communication, collaboration, participation and professional development among staff.
- Participate in the Transit Operations grievance process.
- Supervises, leads and motivates personnel and coordinates operations of the bus services team, including scheduling, dispatch, radio control, field operation, special events, and data management.
- Responsible for project management of service contracts and contractor performance.
- Proficient in Microsoft office including Excel, Word and PowerPoint
- Progressively responsible middle or senior management experience in bus operations, with direct fiscal responsibility.
- Strong working knowledge of transit safety, operations and maintenance including transportation, vehicle maintenance, maintenance of way and technological concepts.
- Extensive knowledge of transit operations, principles, practices and industry trends. Working knowledge of CAD/AVL, GPS, Fare Boxes, and cameras. Prior experience with Trapeze is highly desirable.
- Minimum of 12+ years of progressively responsible operations management experience in a transit environment.
- Experience in a labor union environment.
- Bachelor’s degree in Business Administration, Planning, or related field. Additional relevant experience may substitute for educational requirement.
- Extensive interpersonal communication skills.
- Strong supervisory skills, including the ability to plan, review, assign, evaluate and delegate work of subordinate management effectively.
- Excellent verbal and written communication skills with strong organizational skills.
- Strong working knowledge of transit management and operations principles and practices, including knowledge of fixed route, scheduling, dispatch, field operations. Labor relations, collective bargaining and staff development.
