Job Description

Pathways to Housing DC is an innovative agency based in the heart of Washington, D.C. We believe that housing is a basic human right, and that without housing people are unable to address their mental health disorders, addictions, and other life stressors. We provide each person entering our program their own apartment, without requiring treatment compliance or sobriety as a prerequisite. We then provide each person with intensive support services to help them stay housed and begin their journey to recovery.


The VP of Housing First Programs oversees all direct service programs in our Housing First portfolio, articulating and implementing the strategic vision of the organization and evaluating the effectiveness of our programs to improve the lives of persons experiencing and recovering from homelessness.


This role provides leadership and oversight to multiple departments including mental health, substance use, case management, and housing supportive services. This individual will provide direction and guidance to managers and supervisors responsible for the delivery of services including, but not limited to, Assertive Community Treatment Teams (ACT), Permanent Supportive Housing, Veterans’ Housing First, Montgomery County Programs, and the Urgent Care Clinic at the DC Superior Court. The VP of Housing First Programs is responsible for program development and/or enhancements and evaluating service deliveries for quality assurance. They ensure compliance with relevant governmental regulations, Medicaid billing practices, and contractual agreements. This role works collaboratively with other senior managers and leaders, ensuring seamless integration of supportive services and housing across programs. They may represent the agency in meetings with government officials, donors, business partners, community leaders and other individuals.


Responsibilities:


● Fully embrace and embody Pathways to Housing DC’s recovery-oriented, Housing First culture and carry that to others with high energy, positivity, and intentionality.

● Help to align future growth, evolution, and replication of evidence-based programming towards an integrated vision.

● Provide leadership and guidance in the integration of behavioral health/housing support services across Housing First programs.

● Cultivate, retain, and develop program staff who bring high levels of knowledge, skill and passion to advancing the Pathways to Housing DC mission.

● Foster a collaborative, supportive, accountable, and transparent work environment that enables all program staff to continue to contribute at the highest levels to the organization's mission.

● Oversee overall delivery of behavioral health and case management services in Housing First programs. May serve as lead clinician on duty as required.

● Work in collaboration with Chief Operating Officer to respond to grant applications and RFPs to renew and expand our services.

● Uphold fiscal integrity of programs, effectively managing budget while finding strategic, creative and compliant ways to meet emerging programmatic needs.

● Review and monitor contracts to ensure programs are in compliance with government regulations and agency policies and are providing the highest quality services.

● Ensure that staff are meeting all billing expectations. Work with Clinical Directors, QI Director, and COO to ensure staff have the tools, training, and support to meet these objectives.

● Collaborate in managing external partnerships.

● Provide and facilitate ongoing coaching, mentoring, supervision, and professional development to program managers and staff.

● Guide program managers in effectively using data and evaluation to continuously improve programs and communicate program effectiveness to appropriate stakeholders.

● Provide input to all recruitment and separation decisions concerning staff within reporting departments.

● Perform other related duties as needed.


Requirements:


● Masters level Licensed Social Worker or Licensed Professional Counselor in MD and/or DC. Must obtain both if in the role.

● Minimum 6 years of progressive management experience supervising professionals in direct work with persons with mental health disorders and/or substance use disorders.

● Ability to lead and manage in a fast-moving environment.

● Demonstrated capacity to lead the development of collaborative, cross-functional teams and build and inspire the leadership capacity of team members.

● Experience managing multiple direct reports toward high standards and fostering an open, trusting, collaborative and respectful team culture.

● Experience with the supervision/management of government contracts required.

● Experience or familiarity with ACT highly desired.

● Familiarity with Medicaid billing.

● COVID-19 vaccination required.
