Job Description
Job Summary:


This position will work with a broad list of Technology leaders across IT, business and operations to transform their development efforts addressing the people, process and technology changes required to modernize application development. The systematic adoption of modern platforms and enabling capabilities will propel Kaiser Permanente into the next generation of being able to flexibly and rapidly meet the changing needs of our business and our members. Adoption of cloud technologies, DevSecOps, and shared capabilities and platforms allow KP to increase development efficiency through common approaches to solutions and the continued reductions in cloud infrastructure costs. He/she will be responsible for creating and managing enterprise class shared assets that can be leveraged across development efforts. He/she will have a strong track record of designing and operationalizing shared services.


Essential Responsibilities:
  • Partner with KP teams for delivery of business capability-driven cloud native solutions.
  • Lead an organization to support cloud-based application development, integration and services with an emphasis on leveraging DevSecOps.
  • Create a broad catalog of services based on capabilities and platforms that can be leveraged by application teams across Kaiser Permanente.
  • Recruit, retain, and mentor a world-class platform engineering team.
  • Evolve next-generation cloud capabilities by championing cloud technologies adoption across Kaiser Permanente that can be used to increase development velocity and reduce overall delivery costs.
  • Provide operational playbooks, reference architectures, design patterns, microservices, training materials as reusable assets across the enterprise.
  • Drive DevSecOps adoption through defining appropriate shared technology, pipelines, and SDLC practices, and educating and consulting with other teams.
  • Liaise closely with application teams, vendors, Product Management, Enterprise Architecture, Infrastructure, and all other key KP teams to ensure alignment and maximum value creation.
  • Develop and drive platform and application architecture practices across KPD that encourage common solution elements, patterns, and reuse.
  • Define and promote standard usage patterns for IaaS, PaaS and SaaS.
  • Provide deep engineering and integration expertise to help other functional areas best leverage common platforms and services.

Basic Qualifications:

Experience
  • Minimum ten (10) years of experience managing and/or developing enterprise platforms, capabilities or applications.
  • Minimum twelve (12) years of experience managing platform and operations-focused IT team in a large organization.

Education
  • Bachelor’s degree in Computer Science or equivalent required.

License, Certification, Registration
  • N/A

  • Track record of establishing/evolving technical standards and processes that allow for flexible, scalable, and secure development in a multi-platform organization.

Preferred Qualifications:
  • Drive the team towards balanced and optimal outcomes.
  • Natively holds a bias for action, is results oriented, and uses data to shape and influence decisions.
  • Experience delivering large-scale secure, stable, scalable, and observable cloud- and microservice-based solutions.
  • Ability to travel as needed.
  • Drive the business by the numbers - set key performance indicators, evangelize the metrics, measure and communicate the key platform metrics.
  • Background in modern software development, familiar with current standards and cloud based, developer tools set for CI/CD in delivering a comprehensive SDLC (e.g., GitHub, Jenkins, Docker, Scrum/SAFe)
  • Ideally, this individual will have meaningful experience managing in Agile/scrum environments.
  • Ability to partner cross-functionally and cross-organizationally with executives, business teams and vendors.
  • Advanced degree preferred.
  • A seasoned technologist with strong business skills, with at least 10 years of experience managing large-scale distributed teams.
  • Demonstrates passion for and thought leadership in leading, modern technology, with an eye for scalable architectures and technical excellence.
  • Experience with cloud application development, mobile development, on-premises application development, and SOA architecture.
  • Experience with providing technical vision, driving strategy and successfully executing across proprietary and open-source technologies.
  • Has led multiple large-scale programs across diverse technologies and business needs.
  • Ability and flexibility to choose the right vendors, partners, technologies for both today and the future.
  • Ability to grow and mentor innovative and best-in-class teams, identify and recruit top & diverse talent, manage, motivate and drive performance.
  • Excellent written and verbal communication skills with the ability to represent and advocate complex technical concepts.
