JOB SUMMARY
The primary function of this position is to counsel and assist veteran clients and military
personnel in obtaining and accessing the entitlements within the Department of Veterans
Administration, county, state, and federal agencies. Perform quasi‐legal work in the preparation,
presentation, and prosecution of veteran client claims within the U.S. Department of Veterans
Affairs and its Virtual Board of Veterans Appeals hearings.

ESSENTIAL JOB FUNCTIONS
 Independently provide military and veteran clients assistance with benefits quasi‐legal advice,
counseling in the application for monetary and non‐monetary entitlements from the
Department of Veteran Affairs, county, state and federal agencies.
 Independently prepare, present and prosecute VA claims for entitlements for military and
veteran clients using strong decision‐making skills.
 Assist Veterans by phone, email correspondence, and one‐on‐one services via walk‐in, virtual,
and appointment.
 Perform field visits outside the office assisting military and veteran clients.
 Serve as liaison with the Monroe County Social Services Department, Department of Children &
Families, home assistance program providers, service organizations, job fairs, stand‐down’s, and
other associated community programs for veteran clients.
 Participate in the organization of events throughout the county; to include local service clubs in
support of veteran, military, or patriotic days of remembrance, services, events, and
ceremonies.

 Independently Research government rules, policies, regulations, legislative updates, and online
information in the development of VA claims.
 Develop, prosecute, and appeal claims for disability compensation, pension, medical care,
vocational rehabilitation and survivor benefits in accordance with (IAW) 38 C.F.R and M‐21
under the supervision of the director and deputy.
 Research complex quasi‐legal issues and provide assistance to Veterans and their
dependents in securing benefits under the laws administered by the US Department of
Veterans Affairs.
 Analyze supporting documentary evidence to be presented to the US Department of
Veterans Affairs
 Represent Veteran clients in presenting benefit claims before the U.S. Department of
Veterans Affairs Virtual Board of Veterans Appeals hearings under the direction and
supervision of the director and deputy director.
 Prepare briefs to be presented during Virtual Board of Veterans Appeal court hearings.
 Maintain a comprehensive understanding of the 38 C.F.R.
 Participate and assist in the coordination of presentations at local clubs, schools, JIATF‐S, NAS
KW, USCG KW, US Army Special Forces Under Water Dive School, and any organization wishing
to gain an understanding of Veterans Affairs.
 Participate in the Department training sessions and programs.
 Assist with Veterans Transportation Program reservations and list preparation as needed.
 Assignment to a variety of tasks and/or schedules during mandatory work periods in special,
emergency, or disaster situations.
 Performs other related job duties as assigned.
QUALIFICATIONS
Education and Experience:
Shall have a 2‐year degree from an accredited university, college, or community college or a high
school degree or equivalency diploma and 4 years of administrative experience. Successful
applicants must achieve VA accreditation certification from the State Director of Veterans Affairs
within 1 year from the date of hire. 2 years minimum of prior related work experience.
Special Qualifications:
Must have prior work experience with any Branch of the United States Military benefits,
programs and records management. Must be a veteran who served as a member of the Armed
Forces of the United States during a period of war, as defined in Title 38, U.S.C.; who served at
least 18 months’ active duty in the Armed Forces; and who was separated from such service
under honorable conditions, or the surviving spouse of any such veteran in accordance with
Florida Statute 292.11. Must meet all requirements IAW FS 292.11 and CFR 38.
Knowledge, Skills and Abilities:
 Ability to identify and determine the probative value of personnel and medical evidence.
 Ability to organize work around broad organizational goals and processes and reports to
the Department Executive Administrator.

 Ability to perform professional‐level work dealing with data, people, and technology that
relates to administrative, technical, scientific, engineering, accounting, legal, or
managerial skills. Ability to make decisions that govern self‐activities.
 Ability to work as a Team Member with Department Employees performing different
types of work at two or more locations within the organization.
PHYSICAL DEMANDS
The work is very heavy and requires exerting in excess of 100 pounds of force occasionally and/or
in excess of 50 pounds of force frequently, and/or in excess of 20 pounds of force constantly to
move objects. Additionally, the following physical abilities are required:
 Balancing: Maintaining body equilibrium to prevent falling while walking, standing or
crouching on narrow, slippery, or erratically moving surfaces. The amount of balancing
exceeds that needed for ordinary locomotion and maintenance of body equilibrium.
 Climbing: Ascending or descending ladders, stairs, scaffolding, ramps, poles and the like,
using feet and legs and/or hands and arms. Body agility is emphasized.
 Crouching: Bending the body downward and forward by bending leg and spine.
 Feeling: Perceiving attributes of objects, such as size, shape, temperature or texture by
touching with skin, particularly that of fingertips.
 Grasping: Applying pressure to an object with the fingers and palm.
 Handling: Picking, holding, or otherwise working, primarily with the whole hand.
 Hearing: Perceiving the nature of sounds at normal speaking levels with or without
correction. Ability to receive detailed information through oral communication, and to
make the discrimination in sound.
 Kneeling: Bending legs at knee to come to a rest on knee or knees.
 Lifting: Raising objects from a lower to a higher position or moving objects horizontally
from position‐to‐position. Occurs to a considerable degree and requires substantial use
of upper extremities and back muscles.
 Mental Acuity: Ability to make rational decisions through sound logic and deductive
processes.
 Pulling: Using upper extremities to exert force in order to draw, haul or tug objects in a
sustained motion.
 Reaching: Extending hand(s) and arm(s) in any direction.
 Speaking: Expressing or exchanging ideas by means of the spoken word including the
ability to convey detailed or important spoken instructions to other workers accurately
and concisely.
 Talking: Expressing or exchanging ideas by means of the spoken word including those
activities in which they must convey detailed or important spoken instructions to other
workers accurately, loudly, or quickly.
 Visual Acuity: Have close visual acuity to perform an activity such as: preparing and
analyzing data and figures; transcribing; viewing a computer terminal; and/or extensive
reading.
 Walking: Moving about on foot to accomplish tasks, particularly for long distances or
moving from one work site to another.
