Description

This position is responsible for oversight and performance of Central Lincoln’s Joint Use program, NESC pole inspection program, and all aspects of lighting administration. The work consists of independently planning and coordinating utility wide program(s) for lighting, joint use, pole inspections, creating, updating, negotiating and managing pole attachment agreements, responding to lighting and joint use inquiries, request and bills, and performing a full range of data processing, records management, notifications, and other support work. Responsible self-direction with limited supervision is required.

Essential Functions

Duties may include, but are not limited to, the following:

Plans and coordinates utility-wide technical program for all joint use activities for Central Lincoln. Works closely with engineering, operations and other departments in the development, revision and implementation of the joint use program.

Responsible for oversight of utility lighting program, including; monitoring lighting service order status, device billing, and mapping.

Provides direction to Engineering, Operations and Customer Service to ensure lighting devices are in the correct status in NISC CIS and Mapwise.

Responsible for coordinating and conducting lighting record analysis, audits and inventories to maintain CIS and Mapwise data. Responsible for reviewing NISC standard and custom reports to proactively resolve lighting issues.

Represents the utility in a variety of circumstances and technical forums including local, state and federal joint use and communication forums.

Responsible for contractual management of joint use facilities through the contract lifecycle including: creating, negotiating, administering and enforcing joint use contracts. Serve as the liaison, single point of contact and administrator for all joint use contracts and projects.

Coordinate new and modified pole occupant attachment projects through the National Joint Utilities Notification System (NJUNS). Communicate, enforce and resolve conflicts with telephone, TV, Wireless carriers and fiber optic companies jointly attaching to Central Lincoln Facilities.

Maintain pole occupant attachment records, prepare annual billings, analyze the results of attachment audits, manage and calculate monthly direct costs (permit processing, pre-construction activity, post-construction inspections, and special inspections), track billing and payments from attachés. Administer sanctions to Joint users in non-compliance of the signed contract if necessary.

Plans and coordinates utility-wide program for PUC required Distribution pole inspections.
(10-year cycle). Implement and coordinate a “Test & Treat” process as part of this program. Works with Oregon PUC to ensure the NESC safety inspection program meets state requirements.

Research and analyze the results of NESC safety inspections: route data by work function category, research relevant ownership records, refer questions requiring technical program knowledge to appropriate staff members, coordinate reconciliation of plant records if necessary, ensure accuracy of inspection data.

Prepare and schedule fieldwork associated with Central Lincoln inspection activities.

Maintain electronic and hard copy safety inspection records: process Central Lincoln’s and pole occupant safety violation corrections, segregate correction data to facilitate quality-check activities, generate spreadsheets, graphs, and technical documents of such.

Recommends and implements process improvements for Joint Use, Lighting and NESC safety inspections.

Notarizes easements and other utility documents.

Other administrative duties such as preparation of correspondence and mailings.


Responsible for recording easements for Central Lincoln and maintain the easement database.

Reviews and recommends changes to the Joint Use Contract and associated exhibits.

After normal hours dispatch duty as required.

Knowledge, Skills & Abilities

  • Central Lincoln policies and procedures; general office practices and procedures, including filing, word processing, and recordkeeping; basic bookkeeping principles; office support work flow to employ the correct set and sequence of tasks, steps, or operations.
  • Use of Microsoft Office and NISC software programs (advanced); basic math; operation of office equipment, such as copiers and shredders; the National Joint Utilities Notification System (NJUNS).
  • Knowledge and skills to analyze, identify and implement lighting corrections in NISC’s CIS and Mapwise software.
  • Prioritize work and manage time effectively; courteously meet and provide competent and complete assistance to customers, co-workers, vendors, contractors, and outside agencies.
  • Knowledge and understanding of current joint use industry issues.
  • Independently follow established guides and instructions;
  • Effectively complete multiple tasks and responsibilities in an environment fraught with interruption;
  • Adapt to changing priorities or unexpected situations;
  • Look for ways to add value to the department and Central Lincoln;
  • Excellent verbal and written communication skills.

PHYSICAL DEMANDS

  • Work for extended periods of time in a stationary position (possibly up to 60 minutes or more without an opportunity to substantially change position) while consistently grasping, moving and manipulating documents, office supplies, computer equipment, and other business tools and materials.


DRIVING AND TRAVEL
  • Travel occasionally to attend job specific training via traditional modes of transportation (including airline travel) over long distances, some of which may involve one or more night stays out of town, both within and outside the state of Oregon.

  • An equivalent combination of education, experience and training that demonstrates the required knowledge, skills, and abilities may be qualifying.

  • Preferred one year of office support experience.
  • Associates of Science Degree preferred.
  • Notary Public is required within six months of hire.
  • Valid driver’s license: Yes
  • Experience in the electrical utility industry or telecommunication industry preferred.

SUPERVISORY RELATIONSHIP:
  • This position may supervise designated staff.
  • This position reports to the Distribution Engineering Supervisor.
