Job Description

This position is responsible for personnel functions, for the Unemployment Insurance Benefits Bureau. This includes establishing permanent positions, justifying the hiring, performing the interviewing and selection of staff, preparing performance plans and evaluations, and handling grievances and disciplinary action. Ensure that staff receive necessary training and have the proper equipment and technical support to perform their job duties; makes work assignments as needed to accomplish the bureau's objectives. This person helps develop and administer bureau policies and procedures and approves work methods to ensure staff comprehension and implementation.
This person plans, directs, and administers statewide U.S. Department of Labor UI Benefit programs. Formulates, develops, implements, and interprets administrative procedures for Bureau staff. Reviews and evaluates activities, reports, and records. Determines if program goals, objectives and functional program responsibilities are being met. Develop internal policies and procedures for improving coordination among managers and key personnel. Keep staff informed of management goals and revisions of policies and procedures. Develop policies and procedures to enhance the quality of operations and ensure a high level of performance on the Benefit accuracy, quality, and timeliness measures required by the federal Department of Labor (DOL). Analyze reports of work accomplished or work quality to assess progress towards meeting goals and takes corrective action as needed. Prepare the State Quality Service Plan if measures are not meeting performance standards. Addresses constituent complaints and inquiries; assist program staff with daily operations as needed to meet performance goals.
Collaborates with department and division management in evaluating and resolving operational problems of the UI program and in making appropriate decisions that will enhance the program. In collaboration with other Department and Division leadership, prepare strategic plans that maximize the performance of the UI Benefits Bureau and address Department mission, vision, and goals. As a representative for the UI Benefits Bureau collaborate with department leadership on significant projects and issues for the Department.

Minimum Qualification Requirements

Graduation from an accredited four year college or university and experience equal to four years of full-time professional level work in unemployment insurance, program administration, management or development;

OR
an equivalent combination of education and experience, substituting one year of the full-time required experience for one year (thirty semester or equivalent hours) of the required education to a maximum substitution of four years;
OR
employees with current continuous experience in the state executive branch that includes four years of full-time work as a Workforce Advisor, Field Auditor, Job Insurance Quality Auditor, Tax Performance System Analyst, Investigator 2 or Employer Liability Specialist.
