Position Summary:
Qualified candidates must reside in Oklahoma. The Tribal Government Liaison will be responsible for outreach to Members, Indian Health Care Providers (IHCPs), the Indian Health Services, Tribal Programs, and Urban Indian Clinics (I/T/Us), and Indian Tribe representatives. The Tribal Government Liaison shall serve as a resource to and advocate for American Indian/Alaska Native (AI/AN) Members and IHCPs in their interactions with Aetna.

Serves as a liaison to tribal nations and tribal communities, with responsibility for outreach to members, Indian Health Care Providers (IHCPs) and tribal representatives. The liaison shall serve as a resource to, and advocate for, Indigenous ABD members and IHCPs in their interactions with the health plan. The position supports the business by recommending appropriate actions, strategies and/or alternatives to meet business needs. Leads and manages a team of regional Tribal Health Specialists. Has responsibility for leading/managing all aspects of a project and or program such as planning, coordination, development, implementation including the financial implications while prioritizing work, resources and time. Ensures the end state of the project and/or business operations meets business objective(s) and that all deliverables and due dates are met. Highly collaborative process often requires managing relationships across the segments or multiple functional areas. As a member of the Key Personnel team for Aetna Better Health of Oklahoma, the candidate will need to travel to required meetings throughout the state.

Fundamental Components:
  • The Tribal Government Liaison (TGL) shall serve as the Director of Aetna PLEs Officer of Indian Affairs, who is supported and advised by our Tribal Advisory Board.
  • Responsible for developing policy and leading Tribal consultation with Tribal governments and health care providers in Oklahoma.
  • Routinely meet with tribal leaders to build strong, collaborative relationships, identify and address issues, and work with health plan staff, providers and tribal agencies to facilitate the delivery of culturally responsive services.
  • Promote services and programs to improve the health of Indigenous members including coordination of care required to address the full scope of health needs.
  • Cross function/segment group facilitation/presentation.
  • Identify gaps and recommends enhancements related to new and/or existing products, services and workflows based on broad view of the organization.
  • Leads the work and deliverables of complex projects or programs, through to implementation, that impact multiple processes, systems, functions and products.
  • Works to fully coordinate the needs of our members.
  • Work with leaders to establish an Oklahoma Office of Indian Affairs.
  • Solicit and evaluates internal and external customer feedback to enhance continuous quality improvement.
  • Identify issues that may stall project and addresses them by either resolving the issue or creating an alternative solution.
  • Responsible for managing the budget and/or financial implications of more complex projects.
  • Responsible for communicating with and advising Key Staff on topics regarding issues and concerns raised by IHCPs and Indigenous Members including but not limited to, reimbursement, claims payments, access to care, and Enrollment, etc.
  • Manage four regional tribal health specialist positions that will are embedded in our regional Care Connection teams and will assist with care coordination processes for Indigenous enrollees.
  • Group facilitation/presentation influencing various internal (these may be cross-functional/segment) and external parties (e.g., vendor management).
  • Proactively lead project and/or business by setting direction of project, creating project plan, timeline identifying key milestones and additional resources needed on selected project(s).
  • Develop policy and lead Tribal consultation with Tribal governments and Tribal health care Providers in Oklahoma.
  • Involvement in piloting our first Tribal Community Advisory Group with Southern Plains Tribal Health Board (SPTHB).
  • Coordinate cultural competency training for Aetna’s staff.
  • Develop and implements strategic business plan to achieve business goals.

Pay Range
The typical pay range for this role is:
Minimum: 100,000
Maximum: 227,000

This pay range represents the base hourly rate or base annual full-time salary for all positions in the job grade within which this position falls. The actual base salary offer will depend on a variety of factors including experience, education, geography and other relevant factors. This position is eligible for a CVS Health bonus, commission or short-term incentive program in addition to the base pay range listed above. This position also includes an award target in the company’s equity award program.

Required Qualifications

  • Must possess reliable transportation and be willing and able to travel in-state up to 50% of the time. Mileage is reimbursed per our company expense reimbursement policy.
  • Knowledge of Tribal Nations, Indian Health Care Providers (IHCPs), Indian Health Services, Tribal Programs, Urban Indian Clinics (I/T/Us), and Indian Tribe representatives.
  • 3+ years of experience with personal computer, keyboard navigation, and MS Office Suite applications.
  • Advocacy and outreach experience.
  • 5+ years’ project and/or program management experience.
  • Must reside in Oklahoma.
  • 3+ years supervisory or management experience.
  • 5+ years’ experience interacting with Tribal Nations.

Preferred Qualifications
  • Healthcare, Insurance, and Medicaid experience.

Education
  • Bachelor’s degree or equivalent experience
