Job Description
Summary You will serve as a Transportation Assistant in the Supply Management Department of NAVSUP FLT LOGISTICS CNTR SAN DIEGO. Term appointments may be extended up to 8 years at the discretion of management and in accordance with applicable regulations. Additionally, you may be noncompetitively converted to a permanent career-conditional or career appointment under specific conditions. Responsibilities At the GS-05 and GS-06 level, you will perform developmental duties, as assigned. At the Full Performance Level (GS-07) you will perform the duties listed below: You will make necessary arrangements for the movement of material by all modes, using commercial carriers and chartered carriers. You will make decisions concerning many aspects of transporting freight to support operational requirements. You will identify inaccurate charges from carrier and manage and mitigate minor problems with carriers. You will compute shipment cost and certify detention, redelivery, permit and long haul charges to ensure charges are valid an in accordance with carrier rates. Requirements Conditions of Employment Qualifications GS-05: Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-04) or pay band in the federal service or equivalent experience in the private or public sector applying basic knowledge of traffic management and transportation policies and principles relating to the movement of materials. Examples of specialized experience may include the following: 1) Researching all shipping addresses for the accuracy of proper delivery locations; 2) Preparing reports and any pertinent correspondence related to shipment; 3) Ensuring all files and logs are maintained properly. GS-06: Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-05) or pay band in the federal service or equivalent experience in the private or public sector applying a knowledge of traffic management regulations and methods to provide efficient and economical transportation support work. Examples of specialized experience may include the following: 1) Assisting in the computation of shipment cost and helping to certify detention, redelivery, permit and/or long haul charges; 2) Assisting in coordinating the movement of over-dimensional freight with proper state and local authorities; 3) Helping to identify inaccurate charges from carries as well as manage and mitigate minor problems with carriers; 4) Ensuring bills of lading are filed properly along with received guidance. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Education In lieu of general/specialized experience, you may qualify with the following education or combination of both education and experience: GS-05: You may qualify for this position using education to substitute for specialized experience if you have successfully completed four years of education above high school level. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university. One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school. OR You have a combination of experience and education as described above that equates to one year of experience. The percentage of the required education plus the percentage of the required experience equal one hundred percent. Only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience.
