Job Description
Position Summary: Under general supervision, communicates and coordinates the routes and schedules of non-emergency medical transportation for clients on and off the Tohono O'odham Nation. The work is normally reviewed upon completion, with occasional spot checks while in process, to ensure accuracy, timeliness and conformance to established standards; major work tasks are covered by instructions or procedures and unusual situations are referred to a supervisor. Essential Duties and Responsibilities: Operates radios and transmits accurate messages to Transit Drivers. Receives, records, tracks, relays and responds to telephone and two-way radio messages from drivers and the public in accordance with Federal Communications Commission (FCC) transmission guidelines. Communicates and coordinates activities between the Health Transportation Service and the medical staff at the Sells Hospital and the Santa Rosa and San Xavier clinics. Receives telephone calls from clients and provides information regarding services, schedules, and routes. Obtains and analyzes requests for transportation, and determines eligibility and priority. Assures communications equipment is in working order; schedules equipment repairs. Retrieves and maintains patient appointment schedules from medical facilities. Prepares and delivers daily transportation manifest for drivers. Maintains patient information and eligibility listing. Reports accidents appropriately; collects, compiles and submits data for reporting accidents. Establishes and maintains an effective filing and retrieval system according to established policies and procedures. Enters data into database and verifies accuracy. Maintains and supports patients' rights, including preserving confidential patient information in accordance with patient confidentiality laws and Tohono O'odham Nation policies and practices. Performs other job related duties as assigned and contributes to a team effort. Knowledge, Skills, and Abilities: Knowledge of the Tohono O'odham culture, customs, and traditions. Knowledge of applicable federal, state, tribal laws, regulations and requirements, including patients' rights and confidentiality. Knowledge of department organization, functions, objectives, policies and procedures. Knowledge of locations with the districts, communities and medical facilities on the Tohono O'odham Nation and in the Tucson and Phoenix areas. Knowledge of standard two-way radio dispatch practices and procedures, and current FCC transmission guidelines. Skill in operating various word-processing, spreadsheets, and database software programs. Skill in evaluating a situation, making effective decision under pressure, and taking appropriate action. Skill in preparing operational and financial reports. Skill in providing superior customer service to external and internal customers. Skill in compiling data into useful statistical information. Ability to communicate efficiently and effectively both verbally and in writing. Ability to utilize proper radio communication techniques in accordance with FCC rules and regulations. Ability to operate base radio equipment and monitoring equipment. Ability to exercise independent judgement. Ability to establish and maintain positive and effective working relationships with other employees and the general public. Ability to interpret applicable federal, state, county and local laws, regulations, and requirements. Ability to maintain privileged confidential information. Ability to work extended hours, various work schedules and to travel occasionally. Ability to work independently and meet strict time lines. Minimum Qualifications: High School Diploma or General Education Diploma and three years of work experience in dispatch communications; or an equivalent combination of training, education, and work experience which demonstrates the ability to perform the duties of this position. Licenses, Certifications, Special Requirements: Must be able to type at least 30 WPM. Must demonstrate sixty percent proficiency in grammar, spelling, and math. Upon recommendation for hire, a criminal background and National FBI check is required to determine suitability for hire, including a 39-month Motor Vehicle Record. May require possessing and maintaining a valid driver's license, (no DUIs or major traffic citations within the last three years). If required, must meet the Tohono O'odham Nation tribal employer's insurance requirements to receive a driver's permit to operate program vehicles. Based on the department's needs, incumbents may be required to demonstrate fluency in both the Tohono O'odham Language and English as a condition of employment.
