Job Description
Summary About the Position: Serves as a Traffic Management Specialist in the Logistics Readiness Center (LRC), acting as the subject-matter expert (SME) in one or more major transportation functions: Property, Freight and Passenger Travel. The specialist focuses primarily on the successful operation and improvement of all functional areas while assisting in the execution of mission requirements. Responsibilities Serve as the subject-matter expert over the transportation program in the areas of personnel travel, personal property, and household goods inspections. Review and interpret new/revised transportation directives and issues regulatory decisions. Assist in the preparation of property shipment documentation. Process arrangements for shipment of household goods/personal property. Counsel, brief/teach, provide advice and information regarding shipment and/or storage of personal property. Provide information and assistance regarding procedures and regulations for submitting claims or reimbursement relating to personally procured moves. Estimate and/or compute, collect, and process charges on personal property shipments. Analyze inspection results and recommend corrective action. Maintain liaison with Joint Personal Property Shipping Office (JPPSO) and carriers to correct deficiencies in performance. Accompany inspectors to inspection sites. Resolve problems concerning moves by investigating customer complaints. Utilize various automated transportation systems to accomplish tasks. Requirements Conditions of Employment Qualifications Who May Apply: US Citizens In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Specialized Experience: One year of specialized experience which includes two or more of the following: (1) Advising on transportation entitlements and/or documentation requirements for domestic or foreign movement of household goods (HHGs)/relocation travel to include scheduling travel for passengers; (2) Processing freight shipments to include arranging for the most economical shipment of freight and/or scheduling movement of the freight; (3) Using automated transportation systems such as Electronic Transportation Operational Personal Property System (ETOPS), Defense Personal Property System (DPS), and/or PowerTrack/Syncada to accomplish transportation tasks; and (4) Resolving transportation problems/issues concerning household goods movements. This definition of specialized experience is typical of work performed at the second lower grade/level position in the Federal service (GS-07). OR Education: Master's equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Accounting, Business Administration, Business Law, Commercial Law, Commerce, Economics, Engineering, Finance, Industrial Management, Statistics, Traffic Management, Transportation, Motor Mechanics, or other fields related to the position. (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. (Note: You must attach a copy of your transcripts.) Education FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
