Job Description
Position Summary


The Director of Housing is responsible for carrying out the mission of expanding permanently affordable housing in Colorado according to Urban Land Conservancy’s (ULC) mission, vision, and strategic goals.


The Director of Housing works collaboratively as an integral part of ULC’s Real Estate team and is responsible for preserving and developing affordable housing. The position will report to the Vice President of Real Estate.


ESSENTIAL RESPONSIBILITIES:


Housing Development & Preservation


  • As appropriate through ULC’s technical assistance offerings, provide resources, coaching, and advocacy to nonprofit organizations, housing authorities, social service organizations, and other groups that are advancing affordable housing goals.
  • Ensure ULC’s values of environmental sustainability and anti-racism are prioritized in project charters, development agreements, contracts, procurements, etc.
  • As part of the Real Estate team, provide leadership in executing the development of new affordable housing projects, the preservation of existing affordable developments where, for example, covenants may be expiring, and conversion of existing buildings into affordable housing. Projects may be directly developed by ULC, or with and through development partners.
  • Assist in the ongoing development of ULC’s affordable housing goals, tactics, strategies, and messaging.
  • Expand the implementation of ULC’s Community Land Trust (CLT) model to advance and support affordable housing developments that are led by ULC as well as by other partners.
  • Initiate, oversee, manage, and direct LIHTC projects for the development, redevelopment, and rehabilitation of affordable housing projects through the use of in-house capacity, as well as with contractors, consultants, and partners.
  • Expand existing development partnerships and identify new development partners to advance affordable housing projects.
  • In collaboration with ULC teams and legal counsel, write, review, and negotiate affordable housing development programs, proformas, budgets, terms, contracts, development agreements, MOUs and other documents required to advance ULC’s housing goals.
  • Assist with and/or perform duties required to advance projects such as due diligence, environmental studies, community engagement, document review, draw requests, grant reporting, etc.
  • As needed for affordable housing, and in support of real estate and other staff members across ULC’s portfolio, perform a range of activities including but not limited to conducting feasibility studies, grant writing, site searches, site control and due diligence, contract review, loan application and closing, support of acquisition and disposition closings, project management and other tasks as necessary to ULC’s real estate transactions and portfolio.


Project Management


  • Implement and oversee the absorption program to ensure meeting lease up or sales goals when these are directly or indirectly a ULC responsibility.
  • Manage effective hand-offs of completed projects to operation phases to internal teams or external partners. Document, organize, and file necessary project information for future use and reference.
  • Identify, select, and effectively manage 3rd party contractors necessary to advance development and preservation projects, such as owners reps, general contractors, design/sustainability consultants, LIHTC consultants, etc.
  • Develop, manage, track, and report out on project timelines, milestones, and critical paths for projects. Respond timely and strategically to emergent conditions that challenge project goals.


Finance


  • In coordination with both real estate and finance teams, provide leadership in identifying, securing, and managing funding sources and tools necessary to support development and preservation projects. This includes government funding, private financing, tax credits (New Markets, LIHTC, Historic, etc.), grants, etc.
  • Develop, track, manage, and report out on project budgets; produce and present project budget reports for internal and external stakeholders.
  • Be responsible that compliance with funding requirements is met during term of project management and ensure a plan for continued compliance is included and confirmed at hand-off for completion or operational phase.


Administration/Other Duties


  • Support and assist in ULC’s advocacy efforts for affordable housing policies/resources.
  • Provide capacity and technical support in contributing across the real estate portfolio.
  • Support and maintain communication and collaboration with external partners and stakeholders such as neighborhood and governmental groups, development partners, advocacy groups, peer organizations, etc.
  • Support and maintain communication and collaboration with supervisor, real estate team, and other ULC teams such as Finance, Assets, Communications, and Leadership.
  • Other duties as assigned.

A successful candidate will, at a minimum possess the following:


  • Advanced ability to work with governmental entities, consultants, developers, and other vendors
  • Ability to be insured by ULC’s insurance policy to operate a vehicle for company business
  • Expert skill in interpersonal communication, collaboration, analytical, and problem-solving skills
  • Advanced skill in working in a fast-paced, multiple simultaneous task environment, managing a variety of relationships with demonstrated ability to adapt to unforeseen circumstances and competing priorities
  • Expert ability to manage timelines, contract, and correspondence using digital tools and networked file systems
  • Alignment with ULC values concerning the importance of environmental stewardship and sustainability
  • Expert knowledge of real estate lending practices and financial pro forma modeling
  • Expert ability to work both independently and as part of a team
  • Advanced knowledge of bonds and public financing as it pertains to affordable housing development
  • Alignment with ULC values concerning the importance of protecting public health, including the importance of vaccination regarding the COVID-19 pandemic
  • Expert knowledge of affordable housing development processes and procedures from concept through occupancy
  • Expert knowledge of LIHTC rules, regulations, policies, and best practices
  • Advanced knowledge of local and state real estate regulations and planning processes
  • Alignment with ULC values concerning the importance of diversity, equity, inclusion and ULC’s commitment to maintain an anti-racist workplace


PHYSICAL DEMANDS AND WORK ENVIRONMENT


This position requires:


  • Frequently required to stand, walk, and be exposed to outside weather conditions including the potential of needing to access active construction sites at all stages of development.
  • Frequently use personal protective equipment as required by OSHA and construction site protocols
  • Frequently required to be in a stationary position during scheduled work hours.
  • Periodically required to attend ULC events, community and government meetings, and real estate sites outside normal business hours.


Qualifications


A combination of education and experience may be considered:


  • Bachelor’s degree in real estate, finance, business, urban planning, architecture, construction management or related field. Master’s degree preferred.
  • Minimum five years of relevant experience in the Duties and KSAV’s listed above, eight preferred.
  • Overall, 10 years of experience in the real estate sector preferred.

  • 37.5-hour work week with options for alternative work schedules

  • Salary range is $92,000-115,000 per year, and is commensurate with experience
