SUMMARY:
  • The Data Analyst is expected to support program publications development, assist supervising and mentoring diverse interns, and contribute to other project(s) responsibilities as assigned; they are encouraged to conduct applied research that contributes to the Democracy Program’s leadership in the field.
  • The Data Analyst supports data management and analysis for Democracy Program’s Digital Threats activities, election integrity, and issues where technology interacts with elections, governance, and democracy.
  • The Data Analyst reports to the Democracy Program’s Data Scientist and provides technical and analytical support for initiatives throughout the Democracy Program.
  • Candidates should have excellent communication and interpersonal skills because they may be asked to liaise with both Carter Center staff and external parties.
  • This person will also support drafting funding proposals, donor reports, and public information and communications.
  • Following The Carter Center Peace Programs’ data governance policies, this individual will contribute to the design and implementation of research designs, data collection, and analysis of multi-faceted initiatives vital to the Democracy Program’s core objectives, including digital threats to democracy and social media analyses.

FORMAL JOB DESCRIPTION:
  • Supports efforts to ensure that data standards are developed and maintained.
  • Performs other related duties as required.
  • Supports business and system re-engineering and architecture development to define future data needs.
  • Ensures that the uses of data through reports and queries are accurate.
  • Creates and maintains a data dictionary and meta data.
  • Serves as an organizational consultant on matters relating to databases by providing expertise to assist users in meeting their needs.

MINIMUM QUALIFICATIONS:
  • A bachelor's degree and one year of experience in data analysis, statistics, or a related field, OR an equivalent combination of education, training, and experience.
PREFERRED QUALIFICATIONS:
  • Successful applicants must be able to work independently and demonstrate a willingness to work collaboratively in teams.
  • Substantive academic training in political science, public policy, international studies, or similar field.
  • Must possess quantitative, qualitative, and mixed-methods research skills. Experience in original data collection and familiarity with ethical research standards a plus.
  • Requires familiarity with programming languages (e.g., Python), analytical applications (e.g., Stata, R, NVivo), and working with APIs. Candidate must possess capacities in these areas or demonstrate the ability to learn these skills.
  • Understanding of Azure environment, MS Power BI, and Open Data Kit (ODK) and similar data collections management tools preferred.
  • Experience with election processes, knowledge of political behavior, and capable of applying appropriate research methods to address real-time problems.
  • Proven experience with data visualization tools is strongly preferred.
  • Familiarity with social media data collection and analysis is preferred.

NOTE: This role will be granted the opportunity to work from home regularly but must be able to commute to The Carter Center on a flexible weekly schedule based upon business needs. Schedule is based on agreed upon guidelines. The Carter Center reserves the right to change remote work status with notice to employee.
