Job Title: Strategic and Technical Business Analyst

The Strategy and Technical Business Analyst - is responsible for leading IT strategy efforts, including the developing and executing the IT strategic plan in alignment with the Amtrak corporate strategy.

Responsible for translating strategies into actionable plans to support business needs and leading strategic review meetings.

Responsible for leading and doing complex research and analytical work in order to deliver plans, roadmaps, and projects.


Strategy and Technical Business Analyst supports transition strategy execution for Amtraks Managed Network Services future state.

Working with Program Management, the Sr. Strategy and Technical Business Analyst will be responsible for drafting Executive-Level briefings, working-level deliverables, and day-to-day operational-level standard operating procedures, OLAs, and process & policy documents to support inhouse and vendor transition initiatives.


ESSENTIAL FUNCTIONS:

Facilitate the creation of the IT strategies

Identify key strategic business objectives and priorities

Align IT objectives to the strategy, define IT metrics, and the communication and change management plans

Conduct business working sessions to capture required IT services / needs

Translate strategies into actionable rolling plans to support business needs

Align IT initiatives to strategic map and balanced scorecards

Prepare and lead Strategic Review Meetings (SRMs)

Team with IT leadership team to identify new IT services

Anticipate business demand for new IT services; understand the business strategy's impact on IT and help define the IT services to build / deliver

Determine how IT services will be delivered to the customer

Determine what channels customers interact with to obtain IT services

Work with IT Finance Office to determine IT funding

Perform IT strategy refreshes

Create transformation roadmaps

Gather and analyze industry and external information such as trends, initiatives, and future forecasts to make recommendations on future strategic directions

Ensure Amtrak corporate strategy is cascaded appropriately within IT

Train and mentor IT population on strategy, methodologies, and process


KEY DELIVERABLES:

Reports, Strategic Plans, Roadmaps, and Project plans

Collecting and synthesizing large amounts of technically complex data from disparate sources

Excel spreadsheets, project plans and other analytical deliverables

Research documentation

Analysis and presentations


Required Skills:

Bachelors degree in Computer Science, Information Systems, Network Infrastructure, Network Security, or related field with 5+ years of relevant work experience and or equivalent work experience or 7+ years of relevant work experience to satisfy education and experience requirements

Proven experience working with senior leadership on defining and delivering on a strategic roadmap

Possess a proven track record for being detail-oriented with a demonstrated ability to motivate and follow-through on projects

Strong organizational, interpersonal, and written communication skills

Significant expertise with IT strategy frameworks and methodologies

Requires at least eight years of business or IT strategy


PREFERRED QUALIFICATIONS:

Bachelors degree in Computer Science, Information Systems, Business, or related field with 3+ years of relevant work experience

Masters degree in a related discipline

Experience in the transportation industry

Experience working in a highly technical environment

Masters degree or equivalent

7+ years of business or IT strategy

Experience in developing training, communication, and change management plans


COMMUNICATIONS AND INTERPERSONAL SKILLS:

Must have excellent oral and written communication skills.
