Summary


This is a public notice flyer to notify interested applicants of anticipated vacancies. Applications will NOT be accepted through this flyer. Duties


Duties require the ability to plan, organize, direct and coordinate assigned programs involving complex, multi-disciplinary communications systems, networks and equipment. This includes the ability to adapt and develop technology for tactical networks. Expertise and knowledge is required in the area of tactical military communications systems, networks and equipment to include the interrelationships and interoperability of communications systems, their high level architecture and the generalized requirements for these systems. Provides coordination between PEO/PM and the Research and Development community. Plans work to be accomplished, sets priorities and schedules completion of milestones. Assigns work to subordinates based on priorities and consideration of the nature and difficulty of the task and their capabilities.


Serves as a branch chief responsible for managing the professional, technical and administrative work of the organizational entity. The mission of the organization involves highly complex projects that are important to key Army research and development programs, and life-cycle software and hardware support integration, or are of critical importance of the infrastructure of the organization. The research and development work and software/hardware and customer support capabilities have an impact on national defense and new technology areas. As a first level supervisor, directs the work of professional, technician and administrative staff. Oversees projects and programs, developing plans that meet the goals of the organization, making decisions on work problems and administrative proposals, and coordinating with others within and outside the organization on program accomplishment and collaborative efforts. Assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees. Interviews candidates for positions and recommends selections, promotions, and reassignments. Recommends entrance salary ranges, pay for performance adjustments, awards, and bonuses to higher-level supervisors. Develops employee performance objectives and evaluates performance. Hears and resolves employee complaints referring the more serious complaints to a higher-level superior. Initiates minor disciplinary measures, such as warnings and reprimands, recommending other action in more serious cases. Maintains effective working relationships with employee unions, and supports EEO and affirmative action goals. Identifies developmental and training needs of employees and follows through to ensure needs are satisfied through formal or informal training and development opportunities. Develops budget estimates, assesses shortages, and recommends appropriate solutions. Makes decisions on long-term training and approves expenses such as travel and equipment. Spends at least 25% of time carrying out supervisory responsibilities with base level of work supervised at DB III level.

  • This is a drug testing designated position. This position is subject to a pre-employment screening, and random testing thereafter,.
  • Practitioner (Formerly Level III): This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Engineering Technical Management (ETM) within 60 months as of entrance on duty.
  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • A Single Scope Background Investigation is required for TS/SCI access and must be completed prior to hiring and periodically thereafter.
  • This position is a TOP SECRET WITH SCI position.
  • This is a Critical Acquisition Position.

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Basic Requirement for Engineering Positions (0801, 0854, 0855):


  • Degree: Bachelor's degree (or higher degree) in engineering. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher degree) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); OR (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.


OR


  • Written Test - Evidence of having successfully passed the Fundamentals of Engineering (FE) examination, or any other written test required for professional registration, by an engineering licensure board in the various States, the District of Columbia, Guam, or Puerto Rico.
  • Related curriculum - Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
  • Specified academic courses - Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in A above. The courses must be fully acceptable toward meeting the requirements of an engineering program.
  • Professional registration or licensure - Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.
  • Combination of Education and Experience: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:


Basic Requirement for Physical Scientist Position 1301:


  • Degree: Bachelor's degree (or higher degree) in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.


OR


  • Combination of Education and Experience: Courses equivalent to one of the majors, as shown in A above, that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.


Basic Requirement for Physicist Position 1310:


  • Degree: Bachelor's degree (or higher degree) in physics, or related degree that included at least 24 semester hours in physics. The courses must have included a fundamental course in general physics and, in addition, courses in any two of the following: electricity and magnetism, heat, light, mechanics, modern physics, and sound.


OR


  • Combination of Education and Experience: Courses equivalent to a major in physics totaling at least 24 semester hours, plus appropriate experience or additional education. The courses must have included a fundamental course in general physics and, in addition, courses in any two of the following: electricity and magnetism, heat, light, mechanics, modern physics, and sound.


Basic Requirement for Chemist Position 1320:


  • Degree: Bachelor's degree (or higher degree) in the physical sciences, life sciences, or engineering that included 30 semester hours in chemistry, supplemented by course work in mathematics through differential and integral calculus, and at least 6 semester hours of physics.


OR


  • Combination of Education and Experience: Course work equivalent to a major in the physical sciences, life sciences, or engineering, including at least 30 semester hours in chemistry, supplemented by mathematics through differential and integral calculus, and at least 6 semester hours of physics, plus appropriate experience or additional education.


Basic Requirement for Mathematician Position 1520:


  • Degree: Bachelor's degree (or higher degree) in mathematics; or a degree with the equivalent of a major that included at least 24 semester hours in mathematics. The total course work must have included differential and integral calculus and, in addition, four advanced mathematics courses requiring calculus or equivalent mathematics courses as a prerequisite.


OR


  • Combination of Education and Experience: Courses equivalent to a major in mathematics (including at least 24 semester hours in mathematics), as shown in A above, plus appropriate experience or additional education. The total course work must have included differential and integral calculus and, in addition, four advanced mathematics courses requiring calculus or equivalent mathematics courses as a prerequisite.


In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:


One year of specialized experience equivalent to the next lower grade or band (DB-03 pay band/GS-13) in the Federal Service which includes experience in: 1) Applying analytical and evaluative methods to develop policies, procedures and apply techniques to manage, plan, coordinate, integrate and implement organization initiatives and strategic long term goals; 2) Establishing goals, leading people, managing resources, and planning, coordinating, integrating and implementing processes, procedures, and long-term strategies for a diverse organization with complex and critical responsibilities; and 3) Communicating and defending all aspects of programs and strategic initiatives to higher level echelons.

Basic Requirement for Computer Scientist Position 1550:
Degree: Bachelor's degree (or higher degree) in computer science or bachelor's degree (or higher degree) with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus.
