Job Description
Summary You will serve as a INTERDISCIPLINARY ENGINEER in the AIR TRAFFIC CONTROL SYSTEMS DIVISION of NAWCAD WEBSTER OUTLYING FIELD. Responsibilities You will serve as Branch Head in the Operational Control ATC Systems Branch of the Air Traffic Control and Landing Systems Division. You will encompass a wide range of state-of-the-art developmental and operational ATC/LS that are essential to the missions of US Naval forces, US Marine Corps, the US Air Force, Federal Aviation Administration and Foreign Military Sales customers. You will cover the entire defense system life cycle, including concept definition, design, development, test and evaluation, acquisition, logistics support, software support, and product improvement. You will be assigned projects that require the incumbent to plan, direct and integrate the supporting efforts of a large staff of civil service personnel, supplemented by an even larger community of technical support service contractors and vendors. You will do other duties assigned to you. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-9/10/11/12 grade level or pay band (NM-3) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Performing engineering analysis, acquisition, systems integration, and project management to support the design, development, integration, installation and modernization of shipboard, airborne, and shore based platforms (i.e., Tactical Systems), and related electronic systems and equipment; 2) Providing expert technical direction and team leadership of engineers, technicians, IT professionals, and business support; 3) Working collaboratively with sponsors and other program management authorities to develop solutions for war fighting requirements; 4) Managing priorities and developing tactical resource plans to facilitate project execution; 5) Providing full range of combined technical and administrative direction to subordinates and other professionals; 6) Developing subordinates (i.e., providing opportunities to develop technical and program management experience) through internal and external rotations. Education Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. OR Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. OR Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above) OR Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. Additional Information NAWCAD WOLF's Air Traffic Control and Landing Systems (ATC&LS) Division seeks to fill two Branch Head positions responsible for planning, directing and integrating the efforts of large teams of civilian personnel, industry partners and vendors: Operational Control ATC Systems Branch: Supports Operational Control ATC Systems, including the Standard Terminal Automation Replacement System (STARS) and Control Reporting Center Simulation Package (CRCSP). Support for these systems includes test and evaluation; in-service engineering and software support activity functions; technical and logistics life cycle support; integration/adaptation with new or modified associated equipment; and development/deployment of modernized or improved replacement systems. ATC Fleet Sustainment Branch: Supports system readiness for AN/SPN-35, AN/SPN-41/41A/41B, AN/SPN-43, AN/SPN-46, AN/SPN-50, AN/TPX-42, AN/SYY-1 and JPALS across the Fleet, including CVs and LHs. Provides personnel and equipment to support field change installations, fleet support, System Operational Verification Testing (SOVT), equipment overhauls, and equipment certifications. Functions as the In-Service Engineering Agent (ISEA) for the SPN systems. This position is covered by the Department of Defense Priority Placement Program.
