Job Description


This is a non-merit position with Iowa Workforce Development. Candidates must follow the instructions in the “To Apply” section. Positions in this class are exempt from the screening and referral requirements of the Iowa Department of Administrative Services – Human Resources Enterprise.


Iowa Workforce Development is seeking a dynamic and motivated leader to serve as the Director for the Iowa Office of Apprenticeship.


The Iowa Office of Apprenticeship (IOA) Director will be responsible for establishing the new Iowa Office of Apprenticeship and implementing SF318, passed in 2023, converting Iowa from an U.S.D.O.L. Office of Apprenticeship state to a state with a State Apprenticeship Agency. The Director leads the office by establishing policies and procedures to implement SF3 l 8, we well as drafting, submitting, and administering the state's apprenticeship plan including the standards and regulations for implementing the office. The Director implements the IGOV vision for growth of registered apprenticeship programs in Iowa as well as developing strategies to achieve specific annual and multi-year goals. This includes identifying IOA strengths and weaknesses and working with the internal team to develop and implement related policy proposals.


Other duties include overseeing overall operations and staff management, serving as an organizational resource/ troubleshooter, demonstrating strong communications skills, ensuring data collection and management, and monitoring and approving expenditures for equipment, materials, and resources. Oversee federal, state, and private grants relevant to the position including completion and submission of reports detailing compliance with grant objectives including but not limited to quarterly, mid-year, and annual performance reports as required. The Director is responsible for ensuring all RA programs in Iowa are regularly monitored for compliance with SF318 and applicable CFR requirements.


The IOA Director personally engages with businesses, employers and other partners on-site statewide to determine customer needs. The Director will establish working relationships and maintain frequent communications with businesses, employers, associations statewide as well as nationally. The IOA director will market all services offered by Iowa Workforce Development.


The IOA Director interprets and clarifies state and federal policies governing apprenticeship training programs and provides information and assistance to trainees, training providers, companies and others interested in registering apprenticeship programs with the IOA. The Director develops and implements apprenticeship and other work-based learning policies and ensures said policies will safeguard apprentices, and registers and deregisters apprenticeships and pre-apprenticeships as necessary and provided in established regulations and policies. The Director will stay abreast of Education Code and Labor Code Regulations to establish procedures for apprenticeship program operations, coordination, and reporting while monitoring and assuring apprenticeship program site compliance with state and federal regulations, apprenticeship requirements, and specific industry licensure and certificate requirements.


The IOA Director oversees the registration agency for registered apprenticeships, pre-apprenticeships, and youth registered apprenticeships as outlined in the state IOA plan. Directs and coordinates apprenticeship training programs in accordance with state and federal policies and standards. Reviews and evaluates request for apprenticeship programs to include site visits to ascertain if facilities, supervision, and training methods meet IOA standards. Provides insight for other work-based learning activities throughout the state. Manages day-to-day delivery of services to internal and external customers, to include assigning team responsibilities, approving agendas, and regular submission of necessary reports.


Other duties as assigned, including providing assistance to IWD senior leadership and the Governor's Office.

Minimum Qualification Requirements


Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:


  • A combination of a total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.
  • A combination of a total of two years of graduate-level education and full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university course work in a public-service-related area (e.g., public or business administration, social work, law, education, engineering) equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.
  • All of the following (a and b):
  • A combination of a total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience; and
  • All of the following (a, b, and c):
  • Ten years of full-time management-level work experience in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation.
  • Current, continuous experience in the state executive branch that includes eighteen months of full-time work as a Public Service Manager 1 or comparable specific management-level position.
  • Six years of full-time management-level work experience in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation; and
  • Four years of full-time management-level work experience in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation; and
  • Graduation from an accredited four-year college or university and experience equal to six years of full-time management-level work in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation.
