The City of Pearland, TX is seeking to hire a full-time Staff Accountant for our Finance Department.


The Staff Accountant earns a competitive hourly salary of $24.52 - $26.54/based on qualifications. Additionally, the city pays all premiums for our employees' dental, long-term disability protection, and life insurance plus the majority portion of the medical premium for employees and their dependents. Job Summary: Performs and assists in managing accounting functions related to the general ledger maintenance, monthly financial reporting, capital assets and CIP accounting, inventory accounting and year-end audit and financial reporting activities. Performs special projects as requested.


Specific Duties And Responsibilities

  • Capture infrastructure asset information including data for valuation for input into the Fixed Asset database and for the preparation of journal entries.
  • Monitor purchase orders, payments and Council minutes for CIP activity and maintain excel files to record the data.
  • Provide assistance to city to departments; interact with others to obtain needed information.
  • Edit and update daily batches into the accounting system. Ensure that accounting transactions are recorded timely and accurately, in accordance with generally accepted accounting principals.
  • Essential Functions: Regular and timely attendance at work.
  • Contribute to team effort by performing other related duties as assigned.
  • Assist in preparing monthly journal entries and reconciling general ledger accounts, including balance sheet accounts.
  • Successfully manage assigned workloads and assignments to achieve the goals within assigned timeframes.
  • Responsible for assistance with matters relating to the annual financial audit, including preparation of work-papers, delivery of balanced trial balance, related closing entries, and computer-related year-end closing & opening. Assist with the preparation of the annual CAFR and related GFOA application and responses.
  • Monitor and track the financial activity of capital projects, including reconciling bond and capital project funds and assisting with the budgeting of CIP projects.
  • Assist with monitoring and reconciling the City's purchasing card program.
  • Assist in the completion of reconciling bank accounts to the general ledger.
  • Prepare federal and state reports pertaining to grants, maintain grant schedules and prepare grant reimbursement requests as applicable.
  • Serve as a member of various employee committees and serve as back-up to other related positions.
  • Assist with physical inventories, including perpetual inventories such as fuel and supplies, as well as inventories of fixed assets.


Education, Experience, And Licenses


  • Bachelor's degree (B.A.) from an accredited four-year college or university with a degree in accounting, business management, finance, or closely related field.
  • Five (5) years of accounting experience; or equivalent combination of education and experience. Municipal experience preferred.


Knowledge, Skills, And Abilities


  • Effective written and oral communication skills.
  • Good interpersonal skills suitable for courteous interaction with the public and co-workers.
  • To perform this job successfully, an individual should have knowledge of Accounting software; Excel, Word, Access, and HTE.
  • Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals; ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.
  • Ability to work independently with a high degree of accuracy and attention to detail.
  • Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume; ability to apply concepts of basic algebra and geometry.
  • Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
  • Ability to operate a PC, printer, 10-key, fax machine, copier, and check signature machine.
  • Knowledge of governmental accounting and practices preferred.
  • Thorough knowledge of double entry accounting theory, principles and practices, and generally accepted accounting practices and procedures; internal control procedures, and systems including computer applications.
