Job Description
Savannah River National Laboratory (SRNL) is a multi-program laboratory applying state of the art science and practical, high-value, cost-effective solutions to complex technical problems to protect the nation. Located at the U.S. Department of Energy’s (DOE) Savannah River Site (SRS) in Aiken SC, the laboratory develops and deploys innovative technologies to address some of the nation’s environmental, energy, and national security challenges.
Group Leaders serve as the primary line manager of a technically aligned organization, with responsibilities to shepherd people, careers, and scientific capabilities as well as overseeing buildings and labs, and the associated hazards of performing the cutting-edge research that we perform. They are responsible for HR management functions, line management, hiring, and oversight of guests and other non-employees. Group Leaders must provide effective program management that executes missions with high regard to requirements, while simultaneously remaining cognizant of customer and organizational needs, personnel, missions, and provide routine feedback on work and products to team leads and principal investigators.
Specifically, The Nonproliferation Policy and Support Group Leader oversees a highly specialized group that provides intelligence products to the Department of Energy and other intelligence community partners.
The group leader's major responsibilities and functions include the following expectations:
Develop proposals based on customer needs and support the execution of work and shepherd new projects from proposal to execution.
Conceptualize and develop new interdisciplinary technology driven programs for DOE, and other federal agencies.
Develop business capability, and marketing plans, with partners across the laboratory to identify, support, and meet sponsor needs that also support SRNL’s mission and business strategies.
Interface with DOE HQ and other federal agency program managers, Office Directors, customers, and senior agency management to advance new programs aligned with SRNL business areas.
Develop roadmaps for large multidisciplinary program implementation, to advance technology leveraged initiatives in alignment with SRNL and DOE missions.
Identify and develop multidisciplinary teams across DOE and other federal agencies to implement programs of large technical complexity.
Facilitate working agreements/contracts with industry, universities, or other arrangements within DOE national laboratories, to advance SRNL Mission.
Ensure, understand, and acquire appropriate contracts, legal and intellectual property support to ensure program success, and maintain SRNL leadership.
Ensure and acquire appropriate project controls support to ensure program success and integrate project controls with partner national laboratories.

Basic Education Qualifications
B.S. in a technical or intelligence related field. With 10 years of experience in areas of intelligence, engineering, research, operations, marketing, strategic and/or business planning. Project or Program Management, facility operations, maintenance, engineering, intelligence production. Business-related functions, such as finance, operational and/or project/program planning/project scheduling, information resources, or procurement operations.
M.S. in a technical or intelligence related field. With 8 years of experience in in areas of intelligence, engineering, research, operations, marketing, strategic and/or business planning. Project or Program Management, facility operations, maintenance, engineering, intelligence production. Business-related functions, such as finance, operational and/or project/program planning/project scheduling, information resources, or procurement operations.
Ph.D. in a technical or intelligence related field. With 6 years of experience in areas of intelligence, engineering, research, operations, marketing, strategic and/or business planning. Project or Program Management, facility operations, maintenance, engineering, intelligence production. Business-related functions, such as finance, operational and/or project/program planning/project scheduling, information resources, or procurement operations.
Considered a national expert in technical or intelligence arena.
Other Required Qualifications
Must be able to obtain and maintain a Q level DOE security clearance, in conjunction with a TS/SCI.
Review and approval by the SRNL program manager promotion committee and approval by SRNL Deputy Lab Director is required.
Preferred Qualifications
Advanced degrees with demonstrated experience working in nonproliferation R&D, science-based modeling and simulation. Critical infrastructure security and resilience, vulnerability assessment, intelligence production, countering weapons of mass destruction, sensing, test and evaluation. Demonstration, training, and exercise of advanced technology, or related fields.
Familiarity with the U.S. Government’s national security strategies and programs.
Skilled in articulating and communicating a strategic vision, motivating and empowering staff from a range of disciplines, and communicating capabilities and impact to diverse audiences.
Substantive management or technical leadership experience in these or related fields is preferred.
Considered a national expert in technical or intelligence arena.
