SUMMARY
We are seeking a qualified Environmental Scientist to provide technical Advisory and Assistance support to the Air Force Civil Engineer Center (AFCEC) Base Realignment and Closure (BRAC) program. AFCEC is a Field Operating Agency (FOA) of the United States Air Force that provides a full range of technical and professional services to the Air Force community in areas related to environmental restoration, pollution prevention, environmental planning, design and construction management, and comprehensive planning and design.
This candidate will work with a team of environmental scientists and engineers to provide Advisory and Assistance (A&AS) support to assist with the U.S. Air Force’s Base Realignment and Closure (BRAC) program with a specific emphasis at Former McClellan and Mather AFBs in CA.
ESSENTIAL DUTIES AND RESPONSIBILITIES
- Task and project management
- Evaluation of procedures and technologies including those required to address emerging contaminants, including perfluorinated compounds, in groundwater and surface water at BRAC locations
- Contract surveillance
- Planning, programming, and budgeting (PPBE)
- Environmental restoration liability reporting
- Review of work produced by peers and field contractors
- Analysis of policy and guidance that impacts the Air Force BRAC program
- Post-transfer management
- Provide specialized advisory and assistance (A&AS) support services to the Air Force including but not limited to:
- Conduct effective technical presentations based on client needs including professional/tactful coordination with a variety of project stakeholders
- Familiarity with principles of groundwater and soil vapor flow and contaminant transport in groundwater and vadose zone a plus
- Property transfer
- Interaction and correspondence with BRAC Environmental Coordinators
- Managing the execution of technical work and client deliverables
- BRAC environmental restoration
- Technical writing to support document development for property transfer activities
- Data reporting
- Provide direct Base Environmental Coordinator technical support to Air Force
- Field oversight at multiple BRAC installations
SUPERVISORY/MANAGEMENT AUTHORITY
No supervisory/management authority
EDUCATION AND EXPERIENCE
- At least ten (10) years of experience in environmental restoration accomplished under the Resource Conservation & Recovery Act (RCRA) and the Comprehensive Environmental Response, Compensation and Liability Act (CERCLA)
- Knowledge of the Installation Restoration Programs (IRP)
- A Master’s degree from an accredited discipline university in an Engineering or Scientific Discipline or related field or equivalent experience
- Experience with the Air Force environmental restoration program a plus
- Experience interacting with state and federal environmental regulatory agencies
- Knowledge of state and federal environmental regulations, Defense Environmental Restoration Program (DERP) and Federal Acquisition Regulations
KNOWLEDGE, SKILLS AND ABILITIES
- Utilizing and applying computer software including Microsoft Office (Excel, Word, PowerPoint)
- Project Management experience a plus
- Good organizational skills and excellent communication skills both oral and written
- Ability to organize and gather project data, conduct analysis, prepare reports and provide recommendations without assistance
- Applicants selected will be subject to a U.S. Government National Agency Check and Inquiries (NACI) Investigation and must be able to obtain a government Common Access Card (CAC)
- Ability to multitask and meet aggressive deadlines
WORK ENVIRONMENT
Remote work from home , Mon-Fri, 40+ hours per week.
Onsite field oversight required based on program needs
Up to 25% travel required for this position
