Job Description
JOB DESCRIPTION

Please note: The City of San Luis Obispo is currently offering a lump-sum incentive for most positions which may be valued up to $5,000 and in addition the City is also honoring service credit towards vacation accrual for completed public sector years of service. For those who are out of the county of San Luis Obispo, up to a $10,000 relocation assistance may be available.

JOB SUMMARY
:

Performs a variety of professional assignments, including field work relating to the City’s solid waste, recycling, organics/green waste, zero waste, and other waste management related programs; assists management in the development, administration, and expansion of programs and public education and outreach in support of solid waste and recycling initiatives; monitors compliance and enforcement relating to local, state, and federal solid waste and recycling regulations; administers solid waste contracts and recommends appropriate rates; participates in regional waste-reduction, recycling/diversion planning, project management, and infrastructure improvements.

CLASS CHARACTERISTICS:

This classification .performs complex work requiring independent judgment and initiative. This classification is distinguished from the Solid Waste and Recycling Program Manager in that the latter is responsible for the overall management of the section and supervision of staff.

SUPERVISION

SUPERVISION RECEIVED AND EXERCISED:

The Solid Waste and Recycling Coordinator receives general supervision from the Solid Waste and Recycling Program Manager. The Solid Waste and Recycling Coordinator may monitor and direct the work of lower-level personnel on a project basis.

EXAMPLES OF DUTIES

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

  • May provide direction to lower-level staff and volunteers on a project basis; provides policy guidance and interpretation to staff.
  • Provides information and guidance to citizens, businesses, waste haulers, City staff, and other partner agencies regarding solid waste and recycling programs and activities.
  • Monitors federal, state, and local laws and regulations and offers professional and technical assistance to develop programs to ensure conformance with such mandates.
  • Develops public education and outreach materials and acts as a resource to the community for solid waste programs.
  • Maintains logs and records of work performed; prepares periodic and special reports as required; develops and implements reporting procedures for regulatory agencies; ensures timely submission of required reports.
  • Establishes positive working relationships with state and local agencies and associations and City staff.
  • Provides professional and technical support in the development and administration of goals, objectives, policies, priorities, regulations, and projects related to program areas.
  • Performs related duties similar to the above in scope and function as required.
  • Collects and analyzes data and reports from solid waste franchisee to ensure appropriate performance.
  • Administers contracts and coordinates the work of contractors with that of other City departments, outside agencies, contractors, and consultants.
  • Serves as a representative of the City’s Solid Waste and Recycling Program to the Integrated Waste Management Authority (IWMA).
  • Facilitates Proposition 218 noticing in compliance with solid waste rate changes.
  • Presents programmatic information to the Solid Waste and Recycling Program Manager and public and community groups.
  • Evaluates effectiveness of existing contracts and provides recommendations on potential amendment opportunities.
  • Responds to questions and concerns from the general public and represents the City to all callers and visitors in a professional and customer friendly manner.
  • Administers the City’s construction and demolition waste management tracking program and issues penalties when appropriate.
  • Reviews proposed solid waste rate increases and provides rate setting recommendations to the Solid Waste and Recycling Program Manager.
  • Monitors fees collected from solid waste collection franchisee, and proactively seeks new grants and other funding sources.
  • Initiates appropriate and consistent enforcement actions after identifying violations of local, state, or federal solid waste/recycling laws; prepares and issues written notices of requirements for violations of solid waste and recycling regulations; offers suggestions and solutions to attain compliance.
  • Provides technical and policy support to the Solid Waste and Recycling Program Manager to be used for the City Council or IWMA Board; may serve as a liaison to the City Council representative seated on the IWMA Board.
  • Reviews development plans for conformance with standards and specifications relating to solid waste management.
  • Maintains current knowledge of applicable laws, codes, regulations, and practices related to solid waste and recycling.
  • Coordinates field work regarding residential, commercial, industrial, and other solid waste regulatory audits; evaluates and reports findings and recommends solutions.


KNOWLEDGE AND ABILITIES
:

Knowledge of:

  • Techniques for providing a high level of customer service to public and City staff, in person, over the telephone, and via email.
  • Recent industry developments, current literature, and informational resources regarding solid waste reduction and recycling.
  • Records management and reporting practices.
  • Basic budgetary, fiscal, and contract administration practices and procedures.
  • Standard office practices and procedures, including computer applications such as word processing, spreadsheet, website, and database management.
  • Applicable local, state, and federal laws, codes, and regulations.
  • Techniques for effectively representing the City in contacts with contractors, governmental agencies, community groups, and various business, educational, and other organizations.
  • Principles, practices, programs, and funding sources for waste diversion, waste reduction, and solid waste management.
  • Practices and techniques for developing public education and outreach materials.


Ability to
:

  • Use tact, initiative, prudence and sound independent judgment within general policy and legal guidelines.
  • Review legislative and technological changes and recommend operational and code changes as appropriate.

  • Work occasional evening or off shift hours.

  • Provide professional and technical support in the creation of codes and policies related to assigned program areas.
  • Work in a team atmosphere and participate on a variety of departmental and City-wide committees to enhance the provision of all City services.
  • Develop and maintain effective relationships with a wide range of community, business, and special interest groups.
  • Maintain accurate logs and records of work performed.
  • Prepare clear and concise reports, correspondence, policies, procedures, public informational and educational materials, ordinances, and other written materials.
  • Effectively represent the City in contacts with governmental agencies, community groups and various business, community, regulatory, educational, and legislative organizations.
  • Make effective presentations to community and business organizations and other stakeholders regarding these issues.

TYPICAL QUALIFICATIONS

EDUCATION AND EXPERIENCE:

Equivalent to graduation from a four-year college or university with major coursework in natural resources management, biological sciences, environmental studies, sustainability, solid waste management, public administration or a field related to the work;

and

Three years of progressively responsible experience in the coordination or support of sustainability programs, solid waste management programs, natural resource management programs, or a closely related field.

An equivalent combination of education and experience.

POSSESSION AND MAINTENANCE OF:
