Job Description
Job Summary


This position will receive a 3% increase effective 7/2/2023.


DEFINITION


Develops and maintains applications using low code and high code technologies.


SUPERVISION


Receives general supervision from the Enterprise Architect and Digital Development Manager.


Representative Duties


Collaborates with City departments and divisions to plan, configure, maintain, troubleshoot, and build business applications.


Design, build, test, and deploy applications in accordance with industry best practices, specific internal procedures, and City standards.


Monitors web applications and document coding/naming standards adherence with industry best practices.


Designs and develops innovative web and mobile business applications utilizing low code and high code technologies with modern software engineering practices.


Maintains and develops applications using emerging web front-end and back-end technologies


Reviews and analyzes user requirements and workflow, and proposed technical solution aligning with the requirements and technology roadmap.


Maintains and creates accessible and device agnostic applications by utilizing web design standards.


Studies new tools, provides recommendations, and creates proof-of-concept prototypes in order to keep up with emerging technologies.


Develops, documents, and implements standards and best practices for the City’s intranets and internet presence.


Performs other duties as assigned.


Requirements


Knowledge of:


Low-code application development and maintenance platforms, such as ServiceNow


Modern web development tools, techniques, and frameworks including but not limited to HTML5, CSS3, JavaScript, and modern JavaScript based frameworks and Model-View-Controller (MVC), ASP .Net Core.


Web content management systems


Relational and NoSQL databases as relevant to the development of modern web sites and applications


Mobile development tools and methodologies


Ability To

Develop sound recommendations and evaluate alternatives


Work collaboratively in a team environment


Work through the software development life cycle (Waterfall/Agile) across all phases including design, development, testing, implementation, deployment, and maintenance

Provide technical support to City staff and the public


Learn and adapt to new technologies


Provide effective customer service


Establish and maintain cooperative and effective working relationships with City employees and the general public

Requirements


Minimum Qualifications:


Education: Graduation from an accredited college or university with a bachelor’s degree in computer science, computer technology, software engineering, information systems, or a closely related field. Two additional years of qualifying work experience may substitute for the bachelor’s degree requirement.


Experience: Three years of recent, paid work experience designing and developing web content in a windows-based server environment.
