Position Information


THIS RECRUITMENT IS PROMOTIONAL ONLY. YOU MUST PRESENTLY BE A FULL- OR PART-TIME REGULAR OR PROBATIONARY COUNTY OF SONOMA, COMMUNITY DEVELOPMENT COMMISSION, SONOMA COUNTY FAIRGROUNDS, OR SONOMA COUNTY WATER AGENCY EMPLOYEE IN ORDER TO APPLY FOR THIS POSITION.


The Sheriff's Office has requested a department promotional certification to fill a Sheriff's Captain - Law Enforcement position. Only qualified permanent and/or probationary Sheriff's Office employees on the eligible list may be eligible for referral to the department for the advertised position. The Civil Service title for this position is Sheriff's Captain.


Reporting to the Assistant Sheriff of the Law Enforcement Division, the Sheriff's Captain - Law Enforcement position acts as a Special Services Captain overseeing law enforcement areas of: Professional Standards (Internal Affairs, training, IOLERO liaison), Litigation, Community Engagement, Personnel, Employee Safety and Wellness, and other duties as assigned. As a critical member of the Sheriff's Office management team, this position consults with command staff and makes independent decisions to support special services.

Minimum Qualifications


Experience: Five years of recent law enforcement or correctional experience including a minimum of one year of recent experience as a Sheriff's Lieutenant or Correctional Lieutenant is required.


Education: For some assignments, possession of an Advanced Law Enforcement Certificate awarded by the Commission on Peace Officer Standards and Training (POST) of the State of California is required. For some assignments, completion of education and coursework comparable to the National Institute of Correction Jail Management Course or a course certified by the California Board of Correction Standards for Training in Corrections is highly desirable. Graduation from an accredited college or university with a major coursework in criminal justice, law enforcement, or related fields is highly desirable.


License: Possession of a valid California driver's license and a good driving record.


Citizenship Requirement: Permanent resident aliens who wish to be employed as peace officers must apply for citizenship prior to application for such employment. Permanent resident aliens must cooperate with the U.S. Department of Immigration in meeting all requirements of U.S. citizenship, or he or she shall be disqualified for peace officer status.


Background Requirement: Incumbents shall not have been convicted of a felony in this state or any other state or in any federal jurisdiction, or of any offense in any other state or in any federal jurisdiction, which would have been a felony if committed in this state, nor be under current formal probation supervision.


Knowledge, Skills, And Abilities


Extensive knowledge of: the principles and practices of modern law enforcement; modern procedures and methods employed in crime detection and investigation and thorough knowledge of general police practices and techniques; the use, liabilities and care of firearms; detention administration; the principles and purposes governing the operation of modern detention facilities at the local level; the rules, regulations, practices and procedures in the day-to-day operation and control of Detention Facilities; the laws, codes, ordinances and policies which govern the care, detention and release of prisoners; the modern methods and techniques of discipline as they relate to persons under criminal confinement; court procedures in criminal and civil trials; the laws, ordinances, rules and regulations enforced by the department.


Considerable knowledge of: criminal attitudes, behavior patterns, and the social factors underlying criminal behavior; the geography and topography of Sonoma County; court procedures and criminal trials as they relate to the detention of defendants and prisoners; modern police practices, current literature and sources of information regarding criminal investigation procedures, police patrol practices, and adult detention facilities.


Working knowledge of: modern supervisory principles and administrative practices as they apply to criminal investigation, police patrol and adult detention facility management.


Knowledge of: the principles of fiscal planning, budgeting control and human resource management.


Ability to: analyze law enforcement problems and to adopt, recommend and implement effective courses of action; analyze detention administration problems; plan, organize, direct and supervise the programs and operations of an adult detention facility related to the processing and care of persons under criminal confinement; interpret and enforce institutional rules and regulations and other policies with firmness, tact and impartiality; establish and maintain effective working relationships with prisoners, subordinate staff, management, support personnel, the general public, County departments and other criminal justice system agencies; plan and organize research and statistical work relating to the various aspects of institutional administration, budget and general management matters; plan, supervise, instruct, train and direct the work of subordinates; communicate effectively both orally and in writing, including making public presentations; make quick, effective, and reasonable decisions in emergencies and take appropriate action; enforce the law firmly, tactfully and impartially and deal courteously with the general public; employ group dynamics and motivational methodology to all levels of employees.

The Selection Procedure Will Consist Of The Following Examination


An Application & Supplemental Questionnaire Appraisal Examination (weight 100%) will be conducted to evaluate each applicant's application and supplemental questionnaire for satisfaction of minimum qualifications (pass/not pass); and for educational coursework, training, experience, knowledge, and abilities which relate to this position. Each applicant will be evaluated based on the following criteria:


  • Relevance of work history, related experience, and achieved level of education and/or training as described in the application and responses to the supplemental questions.


Candidates demonstrating possession of the minimum qualifications will be placed on an employment list in order of most qualified to least qualified based on the achieved score received in the Application & Supplemental Questionnaire Appraisal Examination. Scores may be adjusted based on such factors as the number of candidates, anticipated vacancies, past practice, and natural breaks in the scores achieved by this group of candidates.


BACKGROUND PROCESS


Being part of the Sheriff's Office and being expected to keep the public safe requires a thorough background investigation process. This process includes an assessment of prior work history, verifying educational experiences, court reports, public records searches, understanding past patterns relating to drug usage, financial patterns, etc. This entails gathering a significant amount of information from job candidates and speaking to former employers, friends, family members, etc. Polygraphs, drug tests, and medical and physical examinations are also part of this process. Candidates must be honest and forthcoming about information that may arise during the background process. Deception during any portion of this process is grounds for disqualification, even after employment. This process can take anywhere from 3-5 months. Many factors are taken into consideration, and one should not assume a credit issue or prior drug use is automatically disqualifying.
