Job Description
Position Description

The City of Seattle, Human Services Department (HSD) is seeking a grant-funded Sexual Assault Victim Advocate for the Safe and Thriving Communities (STC) Division, Crime Survivor Services (CSS) Unit. CSS is a unit within the Safe and Thriving Communities Division, comprised of two programs – the system-based Crime Victim Advocates (CVA) and a volunteer trauma response called Victim Support Team (VST). CSS works with survivors of crimes of coercive control such as domestic violence, elder abuse, sexual exploitation, sexual assault, human trafficking, internet crimes against children, child abuse as well as hate crimes and the family of victims of homicide. The Crime Victim Advocates are co-located in the Seattle Police Department investigative units, working closely with the detectives and prosecutors to ensure the survivors have a voice in the criminal process, and their rights are protected.

The Office for Victims of Crime (OVC) Grant-funded Sexual Assault Victim Advocate is a term-limited position (ending September 2024) with potential to be turned into a permanently funded position within the city’s budget. The position will focus on three areas: 1) the backlog of sexual assault kits, providing victim advocacy to cold-case sexual assault survivors 2) developing outreach strategies to our Somali immigrant communities and 3) outreach to sexual assault survivors who are unsheltered. This position will also be responsible for completing quarterly grant reports and will work closely with SPD’s Grant Manager to ensure all grant deliverables are being met. This position will hold a caseload and provide system-based advocacy to survivors of sexual assault. System advocacy includes comprehensive services to survivors throughout the investigation and criminal proceedings to ensure their rights are protected, to help them navigate the complexities of the criminal justice system, and to inform them of upcoming court dates and accompany them to hearings.

This position will work alongside and be embedded within the Seattle Police Sexual Assault Investigative Unit and will join a team of four existing CSS Sexual Assault Victim Advocates. All Advocates report to the HSD Crime Survivor Services Victim Advocate Supervisor, with a dotted-line reporting structure to the SPD investigative lead staff. If selected, candidates for this position must pass an SPD civilian background check to be eligible for employment.

Job Responsibilities

General responsibilities of Crime Victim Advocates:
  • Develop and maintain a network of relationships with police, prosecutors and other criminal justice representatives and collaborate with regional social service agencies and community organizations.
  • Provides timely updates on court hearings and prosecution decisions to survivors throughout the criminal justice process.
  • Maintain case files, records, and track statistics related to the cases.
  • Provide light case management including safety planning, emergency resources, housing and shelter resources, connection to support services, assistance obtaining interpreter services, legal assistance, and transportation.
  • Collaborate with community-based providers to ensure holistic wraparound support and attend multi-disciplinary team meetings on behalf of the survivor.
  • Acts as a liaison and support to survivors interfacing with the King County Prosecuting Attorney’s Office and Seattle Police Department, supporting victims during interviews.
  • Provide advocacy to survivors and family members of person-to-person crimes to help address their emotional, physical and financial needs to reduce the impacts of trauma.
  • Develop strong and effective working relationships with detective follow-up units and the King County Prosecutors Office to empower, support and educate families and victims throughout the Criminal Justice System process.
  • Advise victims of their rights and serve as liaison between victims and social service agencies.
  • Facilitate ongoing partnerships within the Seattle Police Department, regional victim services agencies and other community resources to promote and secure the rights of victims in the aftermath of the crime.
  • Connect crime survivors to the investigators working on the case; provide information about crime victims’ compensation and other victims’ rights and explain what to expect during various stages of the criminal justice process.
  • Provides referrals for culturally appropriate services for basic needs support, housing, chemical dependency, education, employment, mental health, and more.
  • Provides recommendations and support to SPD command staff in creating and maintaining protocols aligned with a victim-centered response.
  • Provides court accompaniment and ensures survivor’s wishes are heard and known by the court.

Additional Responsibilities of
OVC Grant -f unded Sexual Assault Victim Advocate :
  • Attend quarterly Law Enforcement Victim Services (LEV) grant technical assistance meetings and provide updates on grant activities.
  • Complete quarterly grant reports.
  • Meet monthly with SPD Grant Manager to provide updates on grant deliverables and ensure grant objectives are being met.
  • Meet monthly with the assigned LEV technical assistance advisor to troubleshoot issues as they arise and receive consultations on new grant activities and direction.
  • Act as a liaison for unsheltered and immigrant and refugee service providers to consult with regarding reporting options for survivors of sexual violence.
  • Provide outreach to unsheltered homeless service providers and immigrant and refugee service providers regarding Seek Then Speak, a new online reporting option for survivors of sexual assault supported by the OVC grant.
  • Write budget modification requests for grant funding as needed.

Qualifications

Minimum Qualifications:

Education: B.S. in Social Sciences, counseling, social work or a related field is required (or a combination of education and/or training and/or experience which provides an equivalent background required to perform the work of the class).

Experience:
Two years of experience working with victimized populations, including direct management of individual cases.

Certification/License:
WA State Driver’s License or equivalent mobility.

An SPD background check will be required for candidates selected for this position.

Desired Qualifications:
  • Possess the ability to change priorities based on workload and need.
  • Knowledge of criminal laws and processes as they relate to commercial sexual exploitation, human trafficking, internet crimes against children, and sexual assault.
  • Experience planning coordinated responses to gender-based violence.
  • Knowledgeable of trauma informed, victim advocacy strategies and the principles and processes of emotional and mental support that respects survivor autonomy and confidentiality.
  • Experience working under a grant.
  • Experience creating presentations and presenting to groups.
  • Commitment to Race and Social Justice.
  • Possess strong customer service skills, and excellent verbal and written communication skills in order to interact professionally and effectively with agency personnel, external partner organizations, and the diverse community of survivors you serve.
  • Experience supporting individuals who have mental health, substance abuse issues, are experiencing homelessness, and/or have a criminal record.
  • Knowledge of the King County Court system, the Seattle Municipal Court system, and the ability to work collaboratively with professionals within the criminal justice system including detectives, prosecutors, police officers, and advocates.
  • Strong understanding of racial and social justice analysis.
  • Experience providing outreach to marginalized communities.
  • Knowledgeable of WA state crime victims bill of rights.
