Washington, DC

The Fraud Analyst III Senior Bank Secrecy Act Analyst actively supports the United States Securities and Exchange Commission Division of Enforcement’s Office of Market Intelligence (OMI) as a Bank Secrecy Act Analyst.
Responsibilities:
  • Adapt quickly and effectively to procedural changes; assist with other special projects.
  • Other duties as assigned
  • Develop well written, factually sound reports (detailed and/or summary) or intelligence products based on gathered intelligence and information.
  • Analyze transaction data, research results, and other compiled information to ascertain whether particular activity is isolated or part of a larger issue, identifying and resolving discrepant information.
  • Conduct research pertaining to facts gathered from confidential sources.
  • Identify patterns within gathered intelligence and within SEC’s existing intelligence-related datasets
  • Communicate as needed with attorneys and other professional staff regarding intelligence that may be relevant to their triage or investigative work.
  • Provide ad hoc support for triage of SARs and assess whether they meet threshold criteria for further review (e.g., credible, actionable, subject matter is within SEC jurisdiction, etc.)
  • Gather digital information and documents as necessary to compile intelligence files.
Qualifications:
  • Ability to provide favorable credit history
  • Minimum six (6) years of experience as a Fraud Analyst or Financial Investigator.
  • Certified Fraud Examiner (CFE) or Certified Anti-Money Laundering Specialist (CAMS)
  • Bachelor’s Degree in a relevant field such as business, finance, or accounting acknowledged by accrediting bodies or organizations recognized by the US Department of Education.
Knowledge, Skills, and Abilities
  • High proficiency in Microsoft Word, Excel, PowerPoint, Outlook, Web Browsers, and PDF applications (e.g., Adobe).
  • Ability to apply judgment to determine urgency of matter by reading the content and comparing substantive content to information in other systems.
  • Ability to conduct research across various systems and databases to identify prior relevant complaints, related investigations/exams, and locate relevant information related to subjects and allegations.
  • Experience with open-source research and analysis, including research and analysis of complex data from financial, commercial, and/or law enforcement systems.
  • Possess a general understanding of the SEC, its mission, and the concept of a security and registered entity, and financial crime typologies.
  • Ability to parse dense SAR narratives, summarize the key relevant allegations, and disposition SAR appropriately.
  • Must have and use excellent oral and written communications skills.
  • Ability to apply business writing skills to summarize information on a large variety of topics.
  • Must be able to work effectively in an extremely pressured environment.
  • Strong organizational skills; attention to detail.
  • Possess strong research skills and an understanding of intelligence analysis tools and techniques.
  • Functional knowledge of the federal securities laws, FINRA rules, securities markets and member firm operations and its books and records.
  • Strong comprehensive reading skills
