Job Description
ICF’s Social, Transformational, and Organizational Solutions (STOS) Division is seeking a high energy Senior Director – Program Manager (PM) for one of our key programs supporting the Department of Homeland Security (DHS) Cybersecurity and Infrastructure Agency (CISA). In addition to responsibility for leadership, delivery and oversight of the program, the PM will be responsible for developing and managing relationships with the client to ensure close collaboration on existing engagements and to develop future business opportunities.


The ideal candidate will be a strong leader who combines an entrepreneurial mindset and practical 'get it done' work style with deep subject matter expertise in cybersecurity with an emphasis on the ability to communicate complex concepts to a wide range of stakeholders. Exposure to large scale federal programs and initiatives and services, managed services, or information technology operations is fundamental to this position. Applicant must possess superb communication, analytical and time management skills. In addition, they must demonstrate ability and desire to continually learn new technologies in a changing environment; analytical and problem-solving way of thought; overall resilient, flexible, and enthusiastic personality.


ROLES AND RESPONSIBILITIES To Include But Not Limited To


Customer Delivery Excellence


  • Manage customer expectations and maintain consistent, proactive communication with the client to solicit feedback, resolve issues, and ultimately achieve customer satisfaction
  • Engage with client leadership and Task Leads to ensure proper expectations
  • Serve as the single point of leadership and own end-to-end accountability for program delivery by driving engagements/projects to successful completion
  • Adept at assessing risk management activities, anticipate potential problems and present alternative solutions along with mitigations
  • Ensure agile methodologies enforce project standards throughout the duration of the Program
  • Coordinate with Task Leads to ensure the management of project teams’ daily activities, projects and tasks to focus on adhering to best practices, high standards, and on time delivery to the customer


Business Development and Account Management


  • Foster positive client relationships to help identify new business opportunities
  • Network and identify new channels for exposure of the company to prospective clients
  • Participate in the preparation and review of technical and cost proposals
  • Develop customer relationships with executives and senior agency leadership


Organizational Leadership


  • Collaborate with other program managers to enhance the corporate operations and infrastructure
  • Participate in recruiting, training, professional development, and retention of personnel


Required Experience


  • Must hold an active high-level clearance with SCI eligibility per contract requirements
  • Intimate knowledge of cybersecurity concepts and policy and US Government interagency roles and responsibilities
  • Bachelor’s degree in Computer Science, Information Systems, Information Assurance, Engineering, Business, or other related discipline
  • Expertise in the management and control of funds and resources using complex reporting mechanisms
  • 15+ years of experience
  • 10+ years of specialized experience, including project development from inception to deployment
  • Demonstrated capability in managing multitask contracts of $100M+


Preferred Experience/Qualifications


  • Cybersecurity leadership certification
  • Successful track record of delivering programs on scope, time, budget, quality, and benefit
  • Project Management Professional (PMP) certification
  • DHS and CISA experience
  • Demonstrated ability to manage the details of programs / projects to drive them to fruition
  • Ability to effectively communicate and build relationships with business partners, senior executives, and strategic partners
  • Capable of gaining support for initiatives through influence and use of business rationale
  • Experience with agile system modernization efforts
  • Proven track record of leading enterprise scale, complex technology programs successfully
  • Excellent communication, collaboration, team building and relationship management skills
  • Prior experience serving as a consultant to government clients
  • Proven ability to make and implement tough decisions

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position. The pay range for this position is:


$162,892.00 - $276,916.00
