Job Description

Federal budget analyst position on a long term contract. Work would be full-time (primarily remote but some on-site responsibilities post-COVID-19 pandemic). 8+ years federal budget experience required. CGFM or CDFM preferred.


Provide analytical, technical and administrative budgetary support for federal budget formulation and justification process. Assist in the development of budget justification documents for annual, multi-year and no-year appropriations. Responsibility also may include helping programmanagers prepare goals and performance measures required by the annual performance plan and making these items consistent with the budget submissions. Prepare presentations on the budget submission to agency officials. Provide expert advice to program and financial management officials on the budget submission and recommend effective and efficient means of using agency funds. Provide analysis of relative costs and benefits of alternative program plans. Review or assist in reviewing congressional bills and reports and provide summaries.


Provide analytical, technical and administrative budgetary support for the budget execution processes. Provide assistance in developing apportionments. Provide assistance by preparing allotments and sub-allotments of funds for annual, multi-year and no-year appropriations. Analyize the allotments for propriety of obligations and expenditures. Provide assistance in the development of guidance concerning the legal and regulatory aspects of the acquisition and use of funds for program and administrative purposes.


Analyst must exhibit critical soft skills including:

• Ability to elicit cooperation from a wide variety of stakeholders; and

• Ability to discuss technical issues with non-technical, executive-level government officials.


Required Skills/Experience:

• Eight or more years of relevant experience as either a government budget analyst or contractor budget analyst supporting a federal agency;

• Certified Government or Defense Financial Manager (CGFM/CDFM) certification (highly desired);

• Experience in formulating budget justification documents;;

• Experience in evaluating/analysizing federal governemnt programs/projects and activities;

• Experience in developing and presenting budget summaries to leadership;

• Experience using the U.S. Treasury’s Budget Formulation and Execution Module (BFEM); and

• Experience using a U.S. government financial management system
