Senior Agile Project Manager (Contract)

Role Summary

This role is responsible for initiation, management, and delivery of multiple, high-profile projects for PCAOB divisions and stakeholders. As a contractor positioned the Agile Project Management Organization (PMO) within the Office of Data, Security, and Technology (ODST), this person will be working with other Project Managers, Scrum Masters and the Manager, Portfolio in the Agile PMO to ensure the successful prioritization, resourcing, and implementation of multiple ongoing projects in an Agile environment.

Responsibilities

  • Participates and helps facilitate Scrum of Scrums meetings to prioritize and schedule ODST's portfolio of work.
  • Works closely with Project Managers and Scrum Masters to ensure high-quality project delivery within an established project schedule, scope, and budget.
  • Defines project milestones while working with business stakeholders, business partners, PMO staff, and technical managers to build delivery timeline.
  • Acts as the liaison between project delivery teams, management, and business stakeholders while communicating through Scrum Masters and Business Partners.
  • Ensures teams deliver according to project plan and schedule.
  • Maintains a strategic perspective of business drivers and technology capabilities.
  • Supports PMO Management Team in achieving project alignment with PCAOB strategic priorities and delivery resource availability.
  • Performs vendor/contract management responsibilities, including managing external vendor/contract relationships, coordinating the vendor/contract selection processes, and monitoring vendor/contract performance.
  • Contributes to monthly, quarterly, and on-demand report from the PMO, for a wide variety of audiences, including senior leadership.
  • Manages project risks and develops mitigation plans to ensure on-time delivery.
  • Participates in Agile ceremonies and planning, including stand-up meetings, sprint demos, and retrospectives.
  • Participates in business requirement analysis sessions and contributes to project plan development, including setting critical milestones and allocating delivery resources.

Qualifications

  • Minimum of 7+ years of professional experience in an IT environment.
  • Experience using both traditional waterfall and agile project management methodologies.
  • Ability to effectively represent the organization to a variety of both internal and external constituencies.
  • A self-starter able to administer a number of open, ongoing assignments at any one time, where some assignments are routinely unstructured, requiring autonomy and independent judgment. Ability to clearly articulate a position with sound logic, supporting empirical evidence, and impartiality.
  • Ability to communicate about technical matters with business stakeholders and business matters with technical stakeholders.
  • Demonstrated project management experience in an agile environment and ability to work on multiple priorities/projects simultaneously without impact to quality of work.
  • Superior verbal and written communication skills.
  • Experience with delivery methodologies in a fast-paced, complex environment – i.e., Scrum, SAFe, Extreme Programming.
  • Demonstrated experience in task management, risk management, and scope management.
  • Must have experience managing vendors/contractors.
  • Must have experience establishing and communicating best practices.
  • Experience with project management tools – i.e., MS Project, Atlassian Jira, SharePoint.
  • Must have experience with budget and cost management, as well as contract/procurement processes.
  • Minimum of 7+ years of experience with agile practices, patterns, and techniques.
  • Bachelor's degree or equivalent experience required in Information Technology or a related field.
  • Experience operating in a community of practice model strongly preferred.
  • Minimum of 7+ years of experience managing information technology projects.
  • Certified Project Management Professional (PMP), Scrum Master (CSM), Certified Scrum Professional (CSP), Certified Product Owner (CSPO), Certified Executive Coach (CEC), or equivalent professional certification preferred.
