Job Summary:


The Section Administrator reports directly to the Administrative Director for Child Health in the Department of Psychiatry and works closely with the Section Administrator of Ambulatory and Community Services as well as hospital business and operations counterparts. The University School of Medicine Section Administrator of Children’s Hospital and Colorado Springs behavioral health services is responsible for the administration of a more than 50+ member section within the Department of Psychiatry. This complex section works closely with Children’s Hospital Colorado (CHCO) to provide psychiatric services across the spectrum of care from partial hospitalization to inpatient, crisis, and emergency services as well as a growing section in Colorado Springs which also includes a wide spectrum of care and services. The section also houses a growing research group, a large training program which includes trainees from several disciplines and includes a highly productive academic mission. This section will be responsible for the oversight and creation of a Learning Health System with subject matter experts and professional research assistants reporting up through this administrative leader. CHCO and the section of Child and Adolescent Psychiatry (C&A) are engaging in a strategic plan that is poised to double services over the next five years. As a result, this Section Administrator will be responsible for working with the section director/in-chief, CHCO VP of Behavioral Health, and the Department’s Child Health Administrative Director to move this strategic plan forward and work closely with CHCO strategy and administrative partners to create pro formas, staffing plans, contracts, organizational structures, and procure and manage philanthropic support for this endeavor as well as planning for long term sustainability. The section administrator is responsible for working in dyadic partnership with the clinical and medical directors in Colorado Springs, on the Crisis/Consultation and Emergency Department Service, the inpatient service, and the research director of the section.

The Section Administrator, at the direction of the Child Health Administrative Director, has the authority to plan and negotiate the support agreement with CHCO for the services they oversee, currently $7m+/yr. and expected to grow. The Section Administrator has responsibility for the financial health of the section, including grants and contracts and philanthropic funding management. The Section Administrator is responsible for supervision of at least 2 program managers, including the section of Colorado Springs and the LHS/Research administrators, working together to oversee and monitor the clinical practice including direct, continuous contact with CU MEDICINE and CHCO to ensure appropriate education of providers, documentation templates, coding, collections, and productivity. The Section Administrator is responsible for planning, with the Section Head, hospital leaders, and the Child Health Administrative Director, the recruitment of faculty and staff, including management of salary expectations. Due to the growing nature of this program, the Section Administrator will continually refine and develop the Sectional administrative structure along with the Section Head and the Child Health Administrative Director. The Section Administrator must understand the complex personnel system of the University and CHCO and follow appropriate policies and procedures for faculty, professional staff, temporary staff, and personnel. The Section Administrator is responsible for assisting in Space and Facilities administration at CHCO and UCD including space allocation, remodeling, reporting of use, management of capital equipment, etc. The Section Administrator is responsible for developing and participating in fundraising initiatives within the Program, coordinating when needed with the CHCO and UCD Foundations and appropriate staff.

Key Responsibilities:

  • Responsible for salary setting and management for the Program(s).
  • Responsible for working with CU MEDICINE, CHCO, and other funding agencies for the creation and management of external contracts. Works with CU MEDICINE and CHCO to develop contract rates and fee schedules.
  • Use decision making authority and independent judgment to facilitate the optimal use of section resources and is responsible for regular financial reporting and ensuring compliance with policies and procedures of the University, Department, and federal and other funding sources.
  • Coordinate with revenue cycle team to develop guidelines to provide feedback to physicians and solicit suggestions and feedback from physicians to improve the clinical enterprise with responsibility for improvement.
  • Preparation of business analyses, proposals, implementation plans for new programs, and designs and implementation of changes to existing programs.
  • Responsible for, and in collaboration with Administrative Director, oversight of personnel, providing advice and counsel to hiring managers, work with department HR Core to ensure proper maintenance of files and annual evaluations, counsel employees and supervisors regarding employee relations issues and follow through with disciplinary actions when appropriate, arrange training when needed, and review the work and performance needs of direct reports.
  • Serve as cross-coverage for the Ambulatory and Community Section Administrator.
  • Process and monitor all UC Denver and CHCO faculty related budgets and collaborate with CHCO administration and Senior Management to review faculty related expenditures and negotiate for “funds flow” expenditures quarterly or as needed.
  • Responsible for sponsored research administration, post award, and oversight of section managers and pre/post award specialists in developing budgets, preparing proposals for processing, and monitoring grant renewals and progress reports.

Qualifications:


Minimum Qualifications:

  • Three (3) years of experience managing complex affiliate relationships including financial and HR systems.
  • Three (3) years of prior supervisory experience which includes conducting coaching and performance evaluations, preferably of 3 or more supervisees.
  • Bachelor’s degree in business, business administration, finance, accounting, education, social sciences, healthcare administration, public administration, communications, information systems, or a directly related field from an accredited institution.
  • Five (5) years of related professional management experience in a large and complex group, preferably 50+ employees.

A combination of education and related technical/paraprofessional experience may be substituted for the bachelor’s degree on a year for year basis.

Preferred Qualifications:

  • Previous Manager level experience in a large and complex group, preferably 50+ employees.
  • A Master’s degree in business, business administration, finance, accounting, education, social sciences, healthcare administration, public administration, communications, information systems, or a directly related field from an accredited institution.
  • Strong leadership experience and ability to develop team members.
  • Experience in University of Colorado Peoplesoft HR systems.
  • Demonstrated experience with strategic planning and organizational development.
  • Experience in University of Colorado grant management and financial systems.

The starting salary range (or hiring range) for this position has been established as $74,141 - $94,307.

The above salary range (or hiring range) represents the University’s good faith and reasonable estimate of the range of possible compensation at the time of posting. This position may be eligible for overtime compensation, depending on the level.
