Job Description
The PSA Registered Nurse is responsible for planning and coordination of care across the continuum. This planning and coordination includes mee 9655 Under the administrative direction of the Chief Operating Officer (COO), the Chief Nursing Officer (CNO) serves as the highest-level senior manager over various nursing-related patient care departments/units within Monterey Park Hospital. The CNO manages, directs, plans and coordinates the functions and activities of assigned areas; oversees and administers assigned patient care programs and services; assists the hospital’s COO and hospital’s Board of Directors and other corporate administrators in the development, formulation and implementation of hospital strategic plans and serves as part of the hospital’s senior management team. The CNO may act for the Chief Operating Officer or Chief Operations Officer in their absence; provides direct input regarding the organizational structure of the hospital; provides expert professional assistance to hospital executives regarding nursing-related matters; and performs other related duties as assigned.


Participates in executing administrative decisions as these functions relate to and impact the provision of total patient care. Works collaboratively and cooperatively with all departments and with members of the Medical Staff to accomplish the strategic goals and to achieve and enhance the mission of Monterey Park Hospital. Creates and maintains an ambiance that encourages, practices and exudes the best efforts of professional nursing standards. Promotes efficiency through sound and effective cost measures with a primary focus on providing quality health care.


This position requires the full understanding and active participation in fulfilling the Mission of Monterey Park Hospital. It is expected that the Chief Nurse Officer demonstrates behavior consistent with the Core Values. The Chief Nurse Officer shall support the Hospital’s strategic plan and the goals and direction of the Performance Improvement Plan.


Tasks/Duties/Responsibilities


  • Utilizes management process; gather data, identify issue (goal), identify remedy (objectives), implement and monitor to ensure expected results are achieved.
  • Directs the preparation and maintenance of nursing records, reports and statistics in accordance with administrative and nursing/ancillary policies as well as Joint Commission and Title 22 regulations.
  • Works collaboratively with Human Resources to effectively handle administrative/labor proceedings.
  • Directs the personnel management activities of assigned areas; guides subordinate directors, managers and supervisors in the selection, hiring, training and development of staff as well as performance appraisal, documentation of deficiencies, performance recognition and disciplinary action; develops, supervises and appraises direct subordinates; plans and implements disciplinary actions as needed, working with Human Resources staff as appropriate; makes recommendations to the COO regarding the evaluation, promotion, transfer or discipline of nursing personnel.
  • Confers with education and training staff to ensure that the education and training needs for staff in assigned are as are met.
  • Demonstrates an understanding of organizational processes and procedures and adheres to the approved process. Ensures subordinates follow approved process and procedures.
  • Plans, organizes and directs hospital’s Nursing units and other departments as assigned.
  • Participates in hospital-wide strategic planning activities to ensure the delivery of comprehensive and coordinated health services.
  • Performs other duties as assigned.
  • Establishes and directs the nursing model; reviews and evaluates administrative and clinical nursing procedures within the hospital; directs and oversees the development and implementation of clinical and operational policies, procedures and standards, including quality assurance activities, for assigned areas; initiates changes as needed.
  • Represents the organization in a positive and professional manner at all times.
  • Possess the technical knowledge to appropriately develop spreadsheets, reports, and budgeting.
  • Ensures compliance with quality assurance, safety, infection control, and environmental procedures in accordance with regulatory requirements.
  • Directs and participates in the preparation and administration of nursing services and ancillary department budgets and capital outlay requests; evaluates staffing, equipment and supply needs; prepares justifications and cost benefit analyses; reviews and recommends approval of expenditures; oversees the procurement of supplies and equipment for assigned areas.
  • Prioritizes projects and uses time management to maximize efficiencies.
  • Conducts and/or participates in a variety of staff and committee meetings; serves on task forces and commissions as assigned.
  • Represents assigned areas to Corporate by identifying issues, resolving problems and sharing information.
  • Participates in the evaluation of programs and services by identifying relevant quality improvement indicators for client/service outcomes, nursing practice, and organizational structure.
  • Oversees and reports on risk management strategies, including identification and monitoring of nursing-sensitive quality and safety indicators.
  • Ensure standards are established and communicated to staff to ensure effectiveness of department.
  • Ensures development of subordinates and succession planning.
  • Monitors and evaluates new or revised regulatory agency and industry laws, regulations and standards applicable to assigned areas and ensures that assigned activities comply with all requirements.
  • Prepares or reviews special studies, reports and documents; reviews and ensures proper completion of reports, records and other documentation.
  • Actively engages in self-improvement and training activities for subordinates to ensure the strategic goals and objectives are met.
  • Confers with other hospital management and supervisory personnel to discuss management and patient care issues; confers with hospital administrative and medical staff regarding nursing program needs and administrative matters.
  • Possess general knowledge of wage and hour regulations, record keeping, OSHA, workers’ comp, Department of Labor, EEOC, leave of absence laws, and complies with all regulations and company policies and procedures.
  • In coordination with nursing services units’ directors and managers, he/she ensures appropriate nurse staffing and clinical care per regulatory and hospital policies.
  • Responsible for nursing positive staff morale, staff absenteeism management and low turnover. Develops strategies to promote nursing recruitment and retention and recognition of excellence in nursing.


Education/Training/Experience


  • Experience in budget preparation/operation
  • Excellent written/verbal communication and computer skills
  • Five years of increasingly responsible nursing, clinical and administrative nursing management experience in an acute care hospital setting overseeing multiple nursing areas including but not limited to Education, Emergency Department, Intensive Care Unit, Medical/Surgical, Women’s Services, and Perioperative Services, Infection Control, Nursing Administration, and Telemetry
  • Bachelors in Nursing required, Masters in Nursing preferred.
  • Current California RN license.

  • Laws and regulations governing hospital operations, nursing practices, administering and accounting for medication, consents for treatment and related matters, such as Title 22 of the General Acute Care Hospital Regulations and the Joint Commission, and the Nurse Practice Act.
  • Principles and practices of nursing that optimize patient care.


Working Knowledge of


  • General financial principles and procedures pertaining to budget development, monitoring and justification.
  • The use of standard computer-based business applications.

  • Establish and maintain cooperative working relationships with others including physicians, nurses, administrators, managers, vendors, contractors and other health care industry personnel.
