Job Description

Duties

The incumbent works collaboratively with all levels of staff within the facility including Executive Leadership, Employee Experience/Engagement, Whole Health, System Redesign, Occupational Health, unit supervisors, and others in assessing, developing and maintaining staff employee whole health activities.
This assignment requires administrative direction and decision-making skills, interagency coordination of care, program evaluation and analysis, budgetary controls, and planning. They are responsible for daily program operations, developing policies and procedures, and preparing reports and statistics for facility, Veterans Integrated Service Networks (VISNs), and national use. They assist with special administrative projects which include, but are not limited to: strategic planning, performance improvement plans, and coordination and training of interdisciplinary team members and are responsible for the overall technical and administrative oversight for operations within their program area.
Establishes and chairs the Employee Whole Health Committee. Conducts needs assessment(s) of employees to determine program needs and interests. Develops core program components based on assessment results. Collaborates with other services on the assessment of the health needs of employees.
Develops and delivers classes, seminars, workshops, etc. on various Employee Whole Health topics including but not limited to nutrition, physical activity, and mental health topics. Develops training materials for staff educational needs. Models healthy behavior and provides support and encouragement to employees as it relates to behavior change. Provides health coaching to employees on an individual basis or in a group setting.
Consults with service chiefs and managers to maintain high program visibility and advise them of their staff's involvement. Conduct program evaluations and track outcomes to assess and improve program effectiveness and make recommendations to facility leadership to improve mission readiness and program delivery.
Formulates, organizes, sets priorities, and implements a well-balanced plan that ensures the success of the employee whole health program. Coordinate a team to ensure effective delivery of the program based on sound, evidence-based nutrition, exercise and mental health principles. Collect and analyze data regarding employee needs and expectations for the program. Coordinate resources and maintain financial records for the program. Maintain strict confidentiality of employee information. Communicate with labor partners as appropriate.
Promotes the Employee Whole Health program to all employees on all shifts throughout the medical center and Community Based Outpatient Clinics (CBOCs). Consults with service chiefs and managers to maintain high program visibility and advises them on staff involvement.
Writes proposals for annual funding opportunities as made available by the national Employee Whole Health program office. If funded, ensures funds are spent per guidelines and all proposal requirements are met.
Maintains and updates local policies and procedures related to Employee Whole Health as needed to ensure compliance with VHA-level directives and regulations, VISN guidelines, medical center policy, Union Master Agreements, professional guidelines, and all accrediting and regulatory agencies.
Manages program budget and is the fund control point official for the Employee Whole Health program. May serve as a Contracting Officers Representative (COR) for contracts related to the Employee Whole Health program.
Performs other duties as assigned.

Qualifications

BASIC REQUIREMENTS
Citizenship. Citizen of the United States. (Non-citizens may be appointed when it is not possible to recruit qualified candidates in accordance with chapter 3, section A, paragraph 3g, this part.)
Education and Supervised Practice
(1) The individual must have earned a bachelor's degree from a U.S. regionally accredited college or university or foreign equivalent and fulfilled each of the following criteria:
(a) Completed a didactic program in dietetics accredited by the Accreditation Council for Education in Nutrition and Dietetics (ACEND), formerly known as the Commission on Accreditation for Dietetic Education (CADE).
(b) Completed an ACEND accredited or approved supervised practice program. Supervised practice programs are post-baccalaureate degree programs that provide supervised practice experiences which meet the eligibility requirements and accreditation standards of ACEND, formally known as CADE. Completion of a coordinated program in dietetics fulfills the requirements of a supervised practice program. Time spent in a dietetic internship or supervised practice program does not qualify as creditable experience.
(2) Individuals who have earned college and/or university degrees outside the United States and its territories also must have their transcripts evaluated by a foreign transcript evaluation service to determine if their degree is equivalent to a degree granted by a regionally accredited college or university in the United States. Validation of a foreign degree does not eliminate the need for verification of completion of didactic program, dietetic internship, or coordinated program requirements. The completion of ACEND didactic program requirements and at least a bachelor's degree from a U.S. regionally accredited college/university or foreign equivalent are necessary for eligibility to enter an ACEND-accredited supervised practice program.
Registration/Certification. All applicants must be registered with the Commission on Dietetic Registration (CDR) the credentialing branch of the Academy of Nutrition and Dietetics formerly known as the American Dietetic Association (ADA). Advanced Level Practice Dietitians must possess a minimum of one advanced practice credential relevant to the area of practice, (e.g. Certified Nutrition Support Clinician (CNSC), Board Certified Specialist in Renal Nutrition (CSR), Board Certified Specialist in Gerontological Nutrition (CSG), Certified Diabetes Educator (CDE), or Board Certified Specialist in Oncology Nutrition (CSO)).Physical Requirements. See VA Directive and Handbook 5019.
English Language Proficiency. Dietitians must be proficient in spoken and written English as required by 38 U.S.C. 7402(d).
Grade Determinations. In addition to the basic requirements for employment, the following criteria must be met when determining the grade of candidates.
GS-12 Program Coordinator

Experience. Completion of 1 year of experience equivalent to the next lower grade level.
Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate the following KSAs and the potential to acquire the KSAs and/or demonstrate the potential to acquire the assignment-specific KSAs designated by an asterisk (*):1. Ability to develop, maintain, and supervise a system of internal reviews and direct quality control and performance improvement studies to assure compliance with various accrediting, regulatory, and agency authorities.2. Knowledge of the principles of program management and oversight required to develop program goals and objectives, administer and monitor program, evaluate program outcomes/accomplishments, set and redefine priorities, and implement effective solutions in processes/systems as needed.3. Ability to act as a consultant for staff.4. Ability to determine the continuing education needs of program staff and appropriate resources to meet those needs.5. Ability to manage and establish program goals and objectives, plan and administer a program, coordinate associated activities and resources, evaluate program accomplishments, redefine priorities, problem solve, and modify objectives.6. *Ability to manage/supervise, i.e., plan, organize, delegate, direct, control, review, activities of the program and groups of subordinates.
